News Release Sewer User Fees to Increase
June 23, 1992
~ Page 2
Acco ding to Glen Svendsen, a financial analyst for the Public Works
Departmen assuming the average household uses 6,000 gallons of water each
month, th average monthly billing for a single-family residence (inside the
Eugene ci y limits) would be $17.45 a month. For a residence outside the
city limi s, the average monthly billing would be $12.76.
Sewe user fees have two parts. Once component is set by the MWMC and
is based n budgeted operating and capital improvement costs for the regional
Wastewate Treatment Plant and other regional facilities for the next fiscal
year. Th other component is set by the city of Eugene and covers the cost
to mainta'n the sanitary sewer and storm drainage collection systems within
the city imits. The city's fees are based on the proposed sewer operation

Imo,, budget an on the capital improvement projects listed in the Capital Budget.
Only the MWMC portion of the sewer user rate is increasing this year.
Svendsen aid the two primary reasons are based on the need to increase the
MWMC equi ment replacement reserve and to meet the increased cost of
operating the regional treatment plant. As the wastewater treatment plant
reaches i tenth year of operation, the annual cost to repair and replace the
major ope ating equipment is beginning to increase. By increasing the fees,
funds can be set aside to meet future costs, which will help avoid
unnecessa y fluctuations in future rates.
Ther is no increase in the city of Eugene's portion of the sewer user
rates for the coming year. By not changing the level of capital expenditures
and by im lementing a number of operating effeciencies, the city has been
able to h ld both the sanitary and storm sewer rates at the 1992 level.
I
Call 687-5201 for questions about sewer user fees or billings.
~I
I
~
