The Council will be asked to approve word- <br /> ing for ballot title, question, and explanation at its March 2nd meeting. <br /> On uesday, February 25th, City Public Works crews will begin surveying <br /> the two- lock stretch of Olive to locate underground utilities and determine <br /> the exte t of reconstruction that would be necessary if voters choose to <br /> re-open he downtown street. <br /> A r quest to re-open the street was brought to the City Council by its <br /> Downtown Commission, which cited the deterioration of commercial activity at <br /> the west end of the pedestrian mall which was constructed in the early 70's. <br /> A D wntown Design Project concluded in January, 1991 recommended re- <br /> opening he street to two-way traffic with short term parking. Fublic Works <br /> Director Chris Andersen said if re-opened, the street would not be designed <br /> as a maj r thoroughfare.
