The <br /> Council ha directed the Downtown Commission to act as a design review body <br /> and to rec mmend an Olive Street design for Council approval. <br /> On March 1 the Downtown Commission voted to tentatively recommend a concep- <br /> tual desig for re-opening Olive Street to traffic. The Downtown Commission <br /> will hold public hearing on the design concept on March 31, 1992, at 7:00 <br /> p.m. in th Bloch Room of the Eugene Conference Center, Two Eugene Centre, <br /> Eugene, Or gon. Following the public hearing, the Commission will make a <br /> final reco mendation on a preferred design concept and will forward that <br /> recommends ion to the City Council for approval. <br /> The City C uncil will use the conceptual design it approves in order to in- <br /> form voter about what a re-opened Olive Street might look like. The design <br /> concept to tatively approved by the Downtown Commission contains the follow- <br /> ing elemen s: <br /> * Two 14' lanes-for two way traffic; <br /> * Left turn lanes at 8th and 10th Street intersections; <br /> * Short term parallel parking bays providing parking for 14-16 vehi- <br /> cles; <br /> * Strategically located sidewalk areas for pedestrian activities; <br /> * Signed bicycle route within 14' traffic lanes; <br /> * Approximately 24 street trees; <br /> * Alley intersections "bulbed" to shorten pedestrian crossing dis- <br /> ~ tances; <br /> * Existing fountain removed; <br /> * Street-lighting, using 3-globe historic lights similar to those on <br /> West Broadway; <br /> * Special paving materials at 8th Avenue, 10th Avenue, and Broadway <br /> intersections. Limited use of brick accents within sidewalk areas; <br /> * Special design features to slow traffic. at the Broadway/Olive in- <br /> tersection. These features include: narrowing traffic lanes to <br /> 11'; concentration of street trees, light fixtures and other verti- <br /> cal elements; and crosswalks banded with brick accents; <br /> * Preliminary cost estimate to reconstruct street: approximately <br /> $697,000. With reconstructed fountain: approximately $70,000 <br /> additions]. <br /> <br />
