I
I
~ij ~
NEWS RELEASE ~ ~-~N
i
November 1 1986
CONTACT: ob Hammitt, Maintenance Superintendent, 687-5220
andra Gleason, Information Coordinator, 687-5523
FOR IMMEDI TE RELEASE
I
CITY CHANGES CULVERT MAINTENANCE POLICY
On October 1, 1986, responsibility for maintaining driveway culverts or
private culverts within the public right-of-way was returned to city property
owners. ccording to Eugene City Code, culvert maintenance has always been
i
the responsibility of adjacent property owners. However, for many years
Public Wo ks crews have taken care of the problems rather than enforce the
code.
Acco ding to Maintenance Supervisor Bob Hammitt, returning culvert
maintenan e to the property owner will allow a more efficient scheduling
of crews uring the busy fall maintenance season and will help to reduce
maintenan a costs. "With the cutback in the capital improvement budget, we
have had o look for ways to reduce our costs. Even though we would like to
i
continue o provide the service, maintaining culverts is not our
repsonsib lity and was one logical place for us to cut back."
~ Unde the new policy, when a problem is reported or observed, Public
Works wil notify the property owner, describe the needed repair, and give
i
i them 20 d ys to fix the problem. "If it's not taken care of by then," said
i
Hammitt, 'we will make the necessary repairs, then bill the property owner
for the w rk."
Durin a heavy rainstorm, if a plugged culvert poses a safety hazard,
