- ~ s <br /> MEMORANC <br /> September 29, 1986 <br /> <br /> i <br /> T0: Sandra Gleason <br /> FROM: Bob Hammitt, Maintenance Superintendent <br /> SUBJECT: NEWS RELEASE <br /> Public Wor s policy for maintenance of driveway culverts, or any other private <br /> culvert wi hin the public way, has changed as of October 1, 1986. We need <br /> to get inf rmation to the news media and the neighborhood groups. <br /> According o Eugene Code, maintenance of culverts has always been the respon- <br /> sibility o the property owner. Rather than enforcing the Code whenever a <br /> culvert wa plugged or in need of maintenance, we have arbitrarily had City <br /> crews fix he problem. As of October 1, 1986, we will be enforcing the Code <br /> rather tha fixing the problem ourselves. <br /> Under norm 1 conditions, whenever a culvert is reported to be in need of <br /> maintenanc we will send the property owner a written notice describing the <br /> needed mai tenance. The property owner will be given 20 days to perform the <br /> necessary aintenance. If the maintenance is not performed in the prescribed <br /> time, city crews will perform the work and bill the property owners for all <br /> costs incu red. <br /> During a h avy rainstorm, when culverts become plugged in a manner that is <br /> causing da age to property, the public way, or a hazard to the public, the <br /> 20 day notice will waived. City crews will immediately take whatever action <br /> is necessa to eliminate further damage and charge all costs to the respon- <br /> sible prope ty owner. <br /> Maintenance items typically needed to keep culverts functioning properly are: <br /> 1) Re ove leaves and other debris from culvert ends as it accumulates, <br /> es ecially during rain storms. <br /> 2) Re lace any pipe that becomes crushed. <br /> 3) Ke p vegetation growth and root intrusion from restricting flow. <br /> If you need additional information in order to do a press release, give me a <br /> call. <br /> wmcgbhl5 <br /> i <br /> <br />
