This policy requires <br /> that the Pu lic Works staff submit a preliminary report and description <br /> for apprcava by the City Manager. The City Manager at his discretion, <br /> refer this eport to City Council. (Section 1.. Subsection 2). <br /> Pro~osai <br /> 1'he Public orks Department is proposing installation of a test diverter <br /> for the nor h-south alley; 13th Avenue to 15th Avenue, between Moss Street <br /> and Villard Street. This is irz response to an interest by the University <br /> of Oregon a d East Campus Housing representatives; a referral from the <br /> <br /> j Planning Co mission as part of the Moss Street vacation approval; and a <br /> petition su m~itted by residents. There is a strong desire to separate <br /> commercial ctivity from the residential area. The Public Works Depart- <br /> ment reques s your authorization for a test diverter as outlined below. <br /> <br /> I <br /> The alley w uld be closed using a design as shown (see attachment). Signs <br /> would be in tolled to notify motorists of the device, including signs at <br /> <br /> ~ the entranc s at 13th and 15th avenues. This restriction would be located <br /> at the prop rty line between Williams property and the University property <br /> (see attach .d map) . <br /> <br /> I Prelimina y Review of Issues <br /> 1) Police, Fire and Emergency Services have been contacted and have <br /> indicat d that the proposal does not pose any significant impedement <br /> for the . <br /> 2) The tra sit system does not use this corridor and therefore is not a <br /> factor. <br /> 3) Pedestr an and bicycle access will be maintained, <br /> 4) There d es not appear, at this time, to be any impedement to the <br /> deliver o~f public services. <br /> We would re is,w these issues further and include the results as part of <br /> staff's rec mmendat.ion after a t,esfi. period has been cornpleted. <br /> <br />
