This will allow the airport fund to begin <br /> paying t e debt service on the airport bonds as soon as possible." <br /> Ano her reason for the consolidation is the close connection between <br /> managemen of the airport construction project, which is the responsibility <br /> ~ of the Pu lic Works Department, and airport operations. "Airline lease <br /> negotiati ns, for example, affect the construction project because the <br /> ~ final des gn of the terminal and phasing of construction are part of the <br /> negotiati ns. Keeping the project on schedule and within budget requires very <br /> close wor ing relationships with all airport tenants. Centralizing decisions <br /> within on department makes it easier to coordinate the construction project <br /> and airpo t operations," Gleason said. <br /> The c nsolidation offers other opportunities for making the best use <br /> I of city re ources. "Our Public Works staff is experienced at handling the <br /> I <br /> public rel tions functions that are crucial during large construction <br /> projects. As the airport grows, the business management and technical support <br /> ' available n a large department like Public Wor{~s will benefit the airport <br /> as well." <br /> Gleaso credited Shelby for his service as airport director. "Bob <br /> has done a excellent job for the past 15 years and has a national reputation <br /> in airport administration. We will continue to rely on his expertise in <br /> this new o anization. The Airport will operate as a division of the Public <br /> I <br /> Works Depar ment, which is common in many cities." <br /> Shelby, age 59, joined the City in 1972 as Director of Aviation. He has <br /> ' served on t e board of the American Association of Airport Executives and <br /> chaired the association's Board of Examiners. Shelby has also served as <br /> president o the association's northwest chapter and the Oregon Airport <br /> ~1, Management ssociation. <br /> <br />
