The document includes the results of the <br /> first public meeting concerning the bridge, written comments collected during <br /> i the scopin process, and responses to the the public's recommendations and <br /> comments. The scoping process provided an early opportunity for the public <br /> to provid input and to shape the focus of the EIS. <br /> Traf is congestion, parking issues, and alternative means of <br /> transport tion head the list of items Eugene citizens want reviewed during <br /> the EIS. Closely related concerns include preservation of neighborhood <br /> integrity, safe bicycle routes, and low-impact transit. <br /> Othe ideas included expanding the EIS study area to include traffic <br /> issues in the Harlow area, redesigning the bridge, and ensuring the <br /> preservation of Eugene's historic sites, wildlife habitat, and the natural <br /> beauty of the area. Major target areas identified for study in the EIS <br /> include t affic routing options, parking and traffic congestion, alternative <br /> transport tion modes, bridge configuration, neighborhoods and districts, and <br /> historic preservation. <br /> <br />
