3. Describe the schedule for completing the project (describe what work will be done and how much <br />will be spent each year). Be sure to show when the TEA-21 funds will be obligated. <br />Project scoping has not yet been completed. The following is a very preliminary timeline for the <br />project. <br />July 98 - September 99: Preliminary study, discussions with current property owners, preparation of <br />RFP for engineering and design consultant selection, and appraisal of property. <br />October 99: Obligate TEA-21 funds, sign agreement with Amtrak for $500,000 in matching funds. <br />November 99 -September 2000: Use portion of TEA-21 and Amtrak matching funds for acquisition of <br />property, design and preliminary engineering work (including environmental assessment if required). <br />October 2000 -June 2002: Use remaining TEA-21 and Amtrak funds for physical improvement`s to <br />train station building, access improvements, etc. <br />Fiscal year 2003 and after: anticipated Phase 2 of project using additional earmarked funding. <br />4. Has the project encountered or likely to encounter any difficulties (environmental, ROW <br />acquisition, etc.)? <br />No difficulties are anticipated. Purchase of the property was included in the original scope and <br />definition of the TEA-21 earmark. Negotiations are proceeding and an appraisal is under way. A <br />decision is expected by September 1999 as to whether condemnation authority will be necessary, in <br />which case the Eugene City Council will be requested to provide the needed authorization. <br />The project is expected to enjoy widespread community support. Any required environmental <br />assessments will be conducted as part of the Preliminary Engineering work. The structure has been <br />identified as a City Landmark by the Eugene Historic Review Board, and physical improvements will <br />need to be carried out in a manner that respects and enhances the historic elements of the building and <br />site. <br />S. Is the project in the Draft 2000-2003 STIP? If so, which year and what dollar amount? <br />The project is in the Draft STIP, key /#10421, as a fiscal year 2000 project. Best current estimate of <br />project cost is included in the response to item 2 above. <br />6. Identify a lead contact for the project (name, title, phone number). <br />i For ODOT the project lead is Kevin Boyle, Region 2 Federal Aid Specialist, 503-986-2650. <br />For City of Eugene the project lead is Tom Larsen, Transportation Planning Engineer, 541-682-8450. <br />
