<br />COYOTE CREEK <br />ENVIRONMENTAL SERVICES <br />Natural resource Im~entory, <br />Assessment, Ecological Design <br />and Permit Facilitation <br />June 4, 2003 <br />Mike Shields <br />City of Eugene Public Works /Engineering <br />244 East Broadway <br />Eugene, Or. 97401 <br />Re: Revised Estimate to Conduct Rare Plant Surveys, Wetland Delineations, JPA <br />Preparation for the 2 Owosso Culvert Projects <br />Dear Mike, <br />Thank you for the conversation late last week with Gale Mills regarding the scope <br />of services for the above projects. Again, it had been my intent to submit what I <br />anticipate represented a "worst-case scenario" in order to minimize future <br />paperwork. However, I certainly understand the need to authorize only the work <br />necessary and it is my pleasure to submit this revised proposal to you. <br />The following is my recommendation for the tasks, and my best estimate of the <br />time and costs, necessary to determine the extent of jurisdictional and protected <br />species issues. The Tasks are described below together, but the estimates are <br />presented separately for each culvert project. <br />Project Understanding <br />The City of Eugene is moving forward with plans to install culverts at two <br />locations near the Owosso Bike Bridge: one culvert will be installed beneath the <br />bike path at a low topographic point just south of the wastewater treatment plant, <br />and the second culvert will be installed (as an extension of an existing culvert) on <br />the north side of River Avenue. <br />The culvert on the bike path is necessitated bylong-documented complaints of <br />Sooding experienced at nearby residences. The topography at this location <br />appears to represent a low, remnant meander scar, with slight gradient. The <br />culvert at River Avenue is necessitated as part of the River Avenue Improvement <br />Project, which will include widening to accommodate a center turning lane / <br />refuge, bikepaths and sidewalks. <br />The issues that you have requested assistance in resolving include identifying <br />where and if protected or rare plants are likely to be present; and identifying <br />whether wetlands are or are not present at the sites (wetland determinations). <br />The Study Area for the Owosso Bikepath Culvert will extend approximately 15'~ <br />up and down the Bikepath from the culvert installation area, and approximately <br />30' from the tce of slope of the Bikepath embankment. The Study Area for the <br />27661 Crow Road River Avenue Culvert Extension will consist of a corridor approximately 60' <br />Eugene, OR 97402 wide, extending approximately 90' north from the edge of pavement of River <br />Tel.
