The project <br /> will be authorized according to /and in compliance with ail terms of Professional <br /> Services Contract #2003-00233, Natural Resource Professional -Pool Contract. <br /> The following is my recommendation for the tasks, and my best estimate of the <br /> time and costs, necessary to see the project successfully through permit <br /> preparation, with an option for submittal and facilitation during review. <br /> Project Understanding <br /> The City of Eugene is moving forward with plans to daylight the drainageway <br /> (currently piped) that flows north from approximately 34"' Avenue to 40`~ Avenue. <br /> You and I have held many conversations and several meetings about the project. <br /> In previous capacities, I managed the delineation of jurisdictional areas. A draft <br /> Joint Permit Application has also been previously prepared by others, and should <br /> form a strong foundation for the new permits that will be required. <br /> Permits wilt be required by both the Department of State Lands and the US Army <br /> Corps of Engineers, for placing or removing any material from jurisdictional <br /> wetlands or waters. I believe this fish and habitat enhancement project should <br /> qualify for a Nationwide permit from the Corps and a General Authorization <br /> from the Department of State Lands. Both of these permits have an expedited <br /> processing timeframe and are designed specifically for projects with minor <br /> impacts and overall environmental benefit. <br /> I believe the following tasks will be necessary to achieve your objectives for this <br /> work and it is my pleasure to provide you with this proposal. <br /> Task 1. Permit Application Preparation and Finalization <br /> I will review the current project information and participate in conversations with <br /> you and Interfluve staff. I will complete the necessary forms (Joint Permit <br /> Application form for the Corps, GA forms for the Department of State Lands). <br /> 27661 Crow Road Task 2 (Optional). Permit Application Submittal and Review Facilitations <br /> Eugene, OR 97402 I will present the project to the Oregon Department of Fish and Wildlife, in order <br /> Tel. (54I) 484-7336 to obtain their signature as required for the GA process. I will submit the Joint <br /> Mobile (541) 521-2806 permit Application to the City of Eugene Land Use Planning Department for their <br /> Fax. (541) 484-1233 approval and signature on the Land Use Planning Affidavit. I will prepare <br /> CoyoteG•eekES@penptepc.com transmittal letters and submit the JPA to the Corps, and the GA to the DSL for <br /> their review. I will coordinate with their staff during the review process and will <br /> be prepared to conduct a site visit with regulatory staff. <br /> <br />
