Nichols Consulting Engineers, Chtd.

Civil, Pavement i Materials Engineering
December 18, 2002
Mr. Steven S. Gallup
City of Eugene
Department of Public Works, Engineering
244 East Broadway
Eugene, OR 97401
Subject: Pavement Design Services for the City of Eugene on the 3`~/4ab Connector
Dear Mr. Gallup:
Nichols Consulting Engineers (NCE) proposes to perform pavement design services for the City of
Eugene in compliance with Contract A~2003-00218 Pavement Design -Pool Contract fee schedule on the
3'~/4`s Connector.
NCE proposes to provide the following services:
Task 1-Perform Falling Weight Deflectometer (FWD) Analysis, Coring and Soil Testing
NCE will perform deflection testing on the 3'~/4`~ Connector using NCE's Dynatest 8000 Falling
Weight Deflectometer (FWD) to evaluate the structural capacity of the pavement. A 9,000-pound load
will be applied to simulate the effects of a dual fire truckload (standard 18-kip rile). Briefly, all travel
lanes will be tested at generally100-foot intervals, or other spacing as needed. When pavement
conditions are highly variable more tesu are needed, when more uniform fewer tests are needed.
In order to perform pavement reconstruction and overlay designs, it is necessary to determine the
thickness and material types in the existing pavement structure. NCE proposes to perform coring on
the 3'~/4`~ Connector. Four-inch diameter cores will be removed at locations to be determined by NCE,
asphalt concrete thicknesses and base will be measured, and the core holes will be patched. Patching
will consist of 3-sack concrete slurry backfill with a 3-inch minimum asphaltic concrete cap. Soil testing
will also be performed on 3'~/4`~ Connector.
NCE will be responsible for all traffic control necessary to perform FWD testing and coring. Warning
signs will be placed at the beginning and end of each section, and arrow boards and flag-men will be
utilized as necessary. NCE proposes to perform the FWD testing during the week of December 16`s.
Total Cost for Task: 54,122
708 Broadway, Suite 110
Tacoma, WA 98402
153.383.2322
253.572.5114 (ax
