Broadway <br /> Eugene, Oregon 97401 <br /> (541)682-5560 <br /> (541) 682-8410 FAX <br /> Date: Apri16, 2000 <br /> To: File <br /> From: Terry Colvin <br /> Subject: River Pointe Pond Outfall Project #3849 <br /> River Pointe Pond is located North of Ayres Rd. and North of the River Pointe subdivision. It is <br /> actually North of Mirror Pond Way. This may indicate the pond name is different than the project title <br /> but that is one of many items for discovery. Discovery is the key description of this years phase of the <br /> project. Originally outlined as a open water way project with the potential for "pilot project" status. <br /> This project site may hold many barriers to that concept. The pond is the outfail for most of the <br /> drainage from the three River Pointe subdivisions. It may also accept drainage from the creek flowing <br /> from Gilham Rd. across Ayres and East of the subdivisions. I understand that it was originally created <br /> ~ by the construction of the Earthen Dam along the North side. There was some concern this could be <br /> t <br /> breached during high flows and cause flooding damage to the Wildish property to the North. A 10" <br /> outfall was constructed at the North West corner of the pond and now releases overflow onto their <br /> property. There is no indication that this water ever flows to either river and may in fact percolate into <br /> j the soil. There is some assumption that the ground is very porous since two gravel mines exist at this <br /> ' location. This may be an issue with open water way construction but has yet to be examined. <br /> Wildish has expressed concern with the "additional" flows being directed onto their property and how <br /> c that effects their operation. There has been some discussion of this with the City Manager and their <br /> r representatives. We will need to continue this discussion with them and talk about what they are <br /> concerned with and what plans they have for their property and how it might be effected by this <br /> project. <br /> i <br /> Other areas of concern and needs for clarification are: <br /> t <br /> E Interaction with other agencies such as Lane County, potential need for extra territorial <br /> F <br /> extension. Project would extend outside of U.G.B.. <br /> r <br /> • Topographic limitations; grade, soil, land use <br /> <br /> i <br /> • Needs to construct culvert bridge structures to accommodate the varied truck and transport <br /> issue on the two gravel extraction operations. Translates to larger cost. <br /> • Regulations; Fishery regulations (State and Federal), local watershed ordinance, Planning, <br /> Endangered species and plant issues.... <br /> • Other property owner issues <br /> There certainly will be other issues that need addressing as this goes forward. None of which may be <br /> fatal to the success of the project but most likely time consuming. This project has the potential to be a <br /> phased project over several years, depending on what direction is chosen. <br /> <br />
