<br /> 'Emily Proudfoot ~ i EisliEFisr <br /> December 8, 2004 <br /> Page 2 <br /> we will work closely with the artist to meet the intent of the artist's design for the bridge up to the <br /> level of the deck including the rail system. We also understand that the artist will be designing or <br /> fabricating the sculpture ornament above deck. <br /> In addition, it is our understanding that the City has some timber available; and if feasible, will be <br /> used in the construction of this project <br /> Based on our site visit, we have detemuned that the interior piers are below top of bank and within <br /> the City delineated wetlands boundaries. It is our understanding that the City will prepare all <br /> permits including the environmental permit applications and no-rise certification needed for the <br /> project; therefore, we have not included them in our proposal. We have, however, included <br /> performing a hydraulics analysis and no-rise certification as extra work per your request. In <br /> reviewing the available hydraulic data for the site including the FEMA Flood Insurance Study (FIS), <br /> the 100-year flood appeazs to stay within the top of banks at approximate elevation 427 feet. The <br /> preliminary survey shows the top of banks at approximately elevation of 427 feet and a top of bank <br /> width of approximately 90 feet. Therefore, the proposed bridge length currently does not span the <br /> entire floodway; and a no-rise hydraulic analysis will be required: <br /> At this time the bridge is anticipated to be pile supported based on recommendations from FEI's <br /> knowledge of conditions encountered on previous explorations at Roosevelt Middle School. Pile <br /> foundations aze preferred for high vertical and lateral capacity; resistance to scour, and low <br /> disturbance below grade that minimizes environmental impacts and associated permitting actions. <br /> FEPs proposal for geotechnical engineering is attached as a part of this proposal. <br /> SCOPE OF WORK <br /> At this time we propose to perform this work in the following identified tasks: <br /> ¦ Task 1-Contract Management and Data Collection <br /> ¦ Task 2 -Preliminary Design incorporated in a report for the artist's bridge concept containing <br /> general arrangement of structure, plan & elevation, typical sections, estimated costs, and <br /> related information. This phase also incorporates the artist`s and City's input for the work, <br /> review, and approval. <br /> ¦ Task 3 -Final Design. Again, we will seek the artist's and City's input as work progresses. <br /> ¦ Task 4 -Construction Engineering Assistance. This phasing will allow us to provide <br /> minimal construction engineering needed to verify that construction conforms to the <br /> Engineer's plans and specifications. <br /> TASK 1 -CONTRACT MANAGEMENT AND DATA COLLECTION <br /> Task 1.1 -Contract Management: The goal of this task is to set up communications between OBEC <br /> and the City and keep the City informed of progress, payments, and related project issues. <br /> Task 1.2 -Data Collection: This task includes reviewing all available data including a thorough <br /> review of Parks planning work, surveys, hydraulic studies, artist's renderings, and related <br /> information. (Note: Much of this has already been reviewed for the prepazation of this proposal.) <br /> <br />
