This project will be <br /> authorized according to, and in accordance with, all the terms of Professional Services Contract #2003- <br /> <br /> . 00234, Natural Resource Professional-Pool Contract. <br /> 1.0 PROJECT APPROACH and SCOPE OF SERVICES <br /> In reviewing the information you provided me on Friday, it appears that the primary items missing from <br /> the application include: <br /> • Hydrogeomorphic (HGM) Function Assessment for the impact wetland and comparison of <br /> wetland functions lost with functions gained at the mitigation site; <br /> • A summary of the mitigation bank site, including its success status and balance of credits used <br /> and available; <br /> • A discussion of hydrologic impacts to the impact site and methods used during construction and <br /> in the project design to avoid or minimize those effects; <br /> • Identification of removal and fill areas specifically in the project drawing; <br /> • Existing and proposed elevations (as a topographic map) for the impact site, as well as <br /> representative cross sections of typical construction projects within the impact site; <br /> • And location of proposed impacts by wetland type and acreage. <br /> The scope of services will be to provide the missing information as itemized above, and incorporate it into <br /> the original permit application completed by the City, including new drawings as needed. I do not have <br /> the resources to complete a topographic survey of the impact site; that will need to be completed by the <br /> City as well a topographic drawing of proposed elevations associated with the ballfield construction <br /> project that can be overlaid onto the existing elevation drawing. Completion of the HGM function <br /> assessment and a review of the mitigation site will involve a field visit, summary of the mitigation project <br /> and status will involve reviewing the plan and monitoring reports for the site and may also include an <br /> interview with Trevor Taylor, the remaining items identified above will involve review of the wetland <br /> delineation report, and completion of additional drawings to illustrate the existing and proposed <br /> elevations, wetland impacts, and cross sections which will involve coordination with the City. <br /> 2.0 LIMITATIONS TO THE SCOPE <br /> The following items are not included within the scope of work for this project: <br /> • Preparation of other investigations, documents, reports, or presentations which may be required <br /> Environmental Solutions LLC: Proposal for the City of Eugene <br /> Wetland Consulting Services, Amazon Ballfield Site, Eugene, Oregon- January 2005 Page 1 <br /> <br />
