Re: Proposal to Amend Contract to Provide Natural Resource Services
Chad Drive Extension Project
Natural Resource Inventory, City Contract #2003-00233, Amendment #8, CCES #04-01
Assessment, Ecological Design
and Permit Facilitation Dear Matt,
Thank you for your request for this proposal to assist the City with additional
wetland delineation and rare plant survey services for the Chad Drive Extension. I
have examined much of the azea for several alignment proposals for this project,
and I can appreciate the City's desire to weave this street extension through several
significant site constraints.
Project Understanding
The City of Eugene continues to examine several alignment alternatives for
extending Chad Drive east to an intersection with Game Farm Road. The most
recent proposal includes a potential alignment west of existing Old Coburg Road,
intersecting Game Farm Road between the current intersection and the I-5
overpass.

"fir" You have requested my assistance to conduct rare plant surveys and wetland
delineation along this alignment. It is my pleasure to present you with this
proposal.
Task Outline
I believe the following tasks will be necessary to develop the Part 3 your project:
Task 1. Off ce Research
I will review existing documents that cover this area, including the Soil Survey for
Lane County, the National Wetland Inventory and historic aerial photographs. I
have contacted the Oregon Natural Heritage Information Center regarding other
alignments, and another contact will not be necessary for a search of their
database.
Task 2. Field Research
I will conduct sampling along the new alignment, following standards established
in the 1987 US Army Corps of Engineers Manual for Wetland Delineation. All
sampling points will include observations of hydrology, soils and vegetation.
Sampling point locations will be flagged, numbered and plotted onto aerial
27661 Crow Road photographs.
Eugene, OR 97402
Tel. (541) 484-7336 I will conduct rare plant surveys during the bloom season 2006, beginning in late
Mobile (541) 521-2806 March, continuing through August. Every 3 weeks I will walk the alignment and
Fax. (541) 484-1233 make notes /take photos regarding habitat conditions, seeking specifically to
CoyoteCreekES(a~peoplepc. com determine whether or not rare plant species are present.
Task 3.
