Attachment 1 . City of Eugene Contract #2007-00226 <br /> Noise Study Report Scope of Work Exhibit B <br /> CH2M HILL will prepare a Noise Technical Report. The noise report will include a description <br /> of the project setting (provided by the City), current noise environment, anticipated changes in <br /> the noise environment, criteria for judging the sigxuficance of those changes, and potential noise <br /> mitigation measures. The analysis will evaluate the effects of the project. This evaluation will <br /> focus primarily on the existing or proposed noise sensitive 'receptors, such as residential <br /> developments. The analysis will address the build and no build alternative. Each task of the <br /> noise analysis is outlined below. ' <br /> The noise analysis will be based on Federal Highway Administration (FHWA) and ODOT <br /> criteria, policies and guidelines for traffic noise analysis. CH2M HILL shall perform the <br /> following tasks for completion of the traffic noise study: <br /> Identification of Noise Receiver Locations <br /> <br /> CH2M HILL will work with the City to identify existing noise-sensitive land uses and <br /> undeveloped lands for which development is planned; designed and programmed that may be <br /> affected by the project. Land use within the project corridor and all proposed displacements <br /> due to project construction will be identified by the City. <br /> Noise Monitoring and Documentation <br /> CH2M HILL shall conduct existing traffic noise level measurements and concurrent traffic <br /> counts at representative noise-sensitive receiver locations within the project study area. Noise <br /> <br /> measurements will be taken at up to three sites for a period of 20 minutes at each location. Noise <br /> <br /> measurements will be repeated only in instances where noise events that are out of the ordinary <br /> occur during the measurement. Budget assumes that the field effort will be completed in one day <br /> and that the City will coordinate access with landowners or tenants if required. <br /> Existing Noise Modeling and Documentation <br /> CH2M HILL shall use the measured noise level data in conjunction with the current version of <br /> FHWA Traffic Noise Model (TNM) to document existing noise levels. The measured noise <br /> levels, traffic counts obtained during the field measurements, observed vehicle speeds, and <br /> project design information derived from City CAD files will be used to validate the accuracy of <br /> the noise model. <br /> Future Noise Modeling <br /> CH2M HILL shall use the FHWA TNM with forecast (design year) peak free-flow traffic data, <br /> and roadway design data to predict projected future traffic noise levels. <br /> Noise levels will be analyzed for both future no build and the one build roadway condition. <br /> Calculated noise levels will then be compared to existing noise levels and the FHWA/ODOT <br /> noise abatement criteria to determine the need for noise abatement. <br /> Noise Abatement and Mitigation Analysis <br /> CH2M HILL shall evaluate traffic noise abatement measures in the form of roadway alignment, <br /> reduced traffic speed, purchase of buffer zone properties and construction of noise barrier at <br /> locations where noise abatement criteria are exceeded. A detailed barrier analysis is not <br /> included in this budget and scope as it appears unlikely that this would be warranted. <br /> <br />
