Ezecution Dratt <br /> 2. SC Tract Development Plan. OWNERS and PARKS shall begin to c lIaborate on a plan <br /> for the development of the SC Tract ("SC Plan"). The SC Plan shall des rite the respective <br /> rights and responsibilities of PARKS and OWNERS for development of the C Tract (including <br /> those rights and responsibilities agreed to herein) and shall ultimately incl~de all information <br /> needed for urban development plan review. ! <br /> 2.1 SC Plan Principles. The parties agree that the SC Plan shalncIude all of the <br /> agreements of the parties hereunder concerning their mutual obligations , d responsibilities <br /> for development of the SC tract and shall be based on the "Smart Growth ~'rinciples" set forth <br /> in Exhibit C. Where possible, the layout of pazk lands and private lands hall be designed to <br /> provide for effective natural storm water management utilizing open azea~s, green spaces and <br /> Parklands. <br /> s <br /> 2.2 Consultants. The parties agree that OWNERS or PARKS may etain one or more <br /> consultants under this subsection 2.2, to conduct geographical and env~onmental surveys, <br /> make recommen a ons an prepare reports. All consultants shall be q alified by training <br /> and experience and be acceptable to OWNERS and PARKS. The use o a consultant under <br /> this subsection 2.2 shall require the joint approval of OWNE and PARKS. <br /> Notwithstanding the foregoing, any party may retain a consultant aside i~tom the restrictions <br /> in this subsection, at its own expense. # <br /> 2.3 Wetlands Mitigation. To the extent that Parklands (defined in Subsection 2.4.1) not <br /> needed for development of recreational facilities are available and suitabl ~ therefor, such land <br /> will be available to owners for wetland mitigation sites. O shall be solely <br /> responsible for all costs and expenses of wetland mitigation required for ; y development of <br /> the SC Tract other than development of Parklands. Wetland mitigation w rk to be completed <br /> on the Parklands will be subject to review and approval by Parks prior to mmencement. <br /> 2.4 Preliminary Plan. Elements of the SC Plan (the "Preliminary f lan") that must be <br /> agreed to by OWNERS and PARKS prior to the effective date of a Met~o Plan amendment <br /> for admission of the SC Tract into the UGB include the following: <br /> .2.4.1 Park. A surveyed legal description of the 77 acres to be conveyed to PARKS for <br /> public space purposes (the "Parklands'. The location and shape of the Pazklands shall <br /> be configured to enhance the following objectives: <br /> A.
