Kinney Park Channel Restoration Project, Scope of Work Page 4 <br /> Pacific Water Resources, Inc. <br /> the City's contract `boiler plate' information to facilitate the contractor selection process. <br /> We anticipate that the City's purchasing staff may desire to assemble the `boiler plate' <br /> information and final bid package. <br /> Depending on the skills required by the final construction package, the bid may be open <br /> and competitive or by invitation. Construction Phase services provided by PWR will <br /> include plan interpretation and casual observation. Observation services will be <br /> coordinated to coincide with the commencement of critical operations. We will also <br /> provide ongoing reviews throughout the project to confirm that the work is progressing in <br /> general conformance to the plans and specifications. The level of involvement by PWR <br /> will be negotiated with the City at the appropriate time. <br /> Completion of the Construction Phase typically involves preparation of the final punch <br /> list, a recommendation for project acceptance and preparation of record drawings. These <br /> services identify and facilitate the transition process from construction to maintenance <br /> period. They also provide valuable information regarding the actual installation of <br /> improvements. <br /> After project acceptance, PWR recommends a period of monitoring and adaptive <br /> management. Channel and bank stabilization involves risk in that it disturbs a natural <br /> system. Much of the design effort involves identifying and attempting to minimize this <br /> risk. However, unforeseen meteorological and hydrologic events can and do occur. And, <br /> deficiencies which were not appazent during construction may appeaz after a few small <br /> storm events. Monitoring project performance is advisable for identifying problems <br /> before they become significant. <br /> For these reasons, we recommend that the City develop, either as part of this project or as <br /> a separate effort, a monitoring and adaptive management program for evaluating project <br /> performance. At a minimum, monitoring should involve regular site observations for a <br /> period of a few of years or until the site has stabilized. In addition, project improvements <br /> should be monitored immediately after storm events. Budgeting for adaptive <br /> management recognizes that predicting project performance within a natural system is an <br /> imprecise science. It provides the City with identified funds to evaluate and implement <br /> repairs if necessary. <br /> Scope of Work <br /> <br /> At this time the Kinney Park Channel Restoration Project is defined as a number of goals <br /> and objectives. A clear definition of the project elements or the scope of final project <br /> unprovements is unknown. For this reason an iterative refinement process is needed to <br /> <br /> identify the final project parameters and work scope. This process normally begins by <br /> <br /> identifying all the elements which can be used to achieve the project goals.
