Kinney Park Channel Restoration Project, Scope of Work Page 3 <br /> Pacific Water Resources, Inc. <br /> The goals of the Predesign Phase will include: developing a clear definition of all project <br /> elements, identifying any data gaps that exist, and advancing the design concepts such <br /> that proposed design elements and alternatives are known to be feasible. Demonstrating <br /> feasibility may require obtaining more information but the intent will be to obtain any <br /> additional information during the Preliminary Design Phase. At no point during this <br /> project will PWR work outside of our stated work scope. The need for, and cost of <br /> obtaining additional information will be discussed with the City prior to performing any <br /> out-of--scope work. <br /> Another key aspect of the Predesign Phase will be to identify all the elements of the final <br /> design and any alternatives which the City desires to take forward into the Preliminary <br /> Design Phase. PWR will work with the City to develop a list of project elements for <br /> meeting project goals and objectives. As part of this effort we recommend a meeting <br /> with the regulatory agencies on site to review these elements and any regulatory concerns <br /> regarding their implementation. Obtaining regulatory feedback early in the design allows <br /> PWR and the City a higher level of confidence with the permit submittal. We suggest <br /> that the permit be submitted upon completion and City acceptance of the preliminary <br /> design. <br /> The Predesign Phase will also include an `order of magnitude' cost estimate for key <br /> design elements and up to three alternative configurations if found necessary. In this <br /> manner, PWR can work with you to fashion a project that best meets the City's goals, the <br /> regulatory environment, neighborhood objectives and the established budget. As we <br /> move into the preliminary design, then, the key project elements and one alternative <br /> concept (if desired) will be determined by the Predesign Phase. <br /> Preliminary Design Phase <br /> The purpose of the Preliminary Design Phase will be to fill any data gaps identified in the <br /> Predesign Phase and develop the City approved project configuration (including one <br /> alternative if desired) to the `preliminary' level or about 4d% completion. During the <br /> preliminary design, major issues affecting project implementation will be resolved. And, <br /> a determination will be made concerning which elements to include in the final project. <br /> An engineer's preliminary construction cost estimate will be prepared to assist the City in <br /> determining the final project configuration. Also, an outline set of technical <br /> specifications will be produced. <br /> One key result of the Preliminary Design Phase is that it provides adequate information <br /> for preparing permit submittals. These submittals should fully address any issues or <br /> concerns expressed by regulatory personnel earlier in the predesign meeting. <br /> Final Design, Bidding and Construction Phase <br /> The Final Design, Bidding and Construction Phase will proceed with a known package of <br /> <br /> project elements to finalize the plans, technical specifications and required details. Any <br /> <br /> requirements from the permit approval process will be incorporated into the final <br /> construction documents.
