SCOPE OF WORK
EUGENE DELTA PONDS PERMITTING SUPPORT
City of Eugene
Modification #2
May 5, 2005
Task 1-Additional Hydrologic and Hydraulic Analyses. Krey Price will conduct additional
hydrologic and hydraulic analyses to provide the following information:
i. Compile Willamette River hydrologic data through current water year. Analyze
streamflow records to predict flow frequency.
ii. Compile 2004-2005 gage data from Delta Ponds and Willamette River staff gages.
Analyze readings to correspond to average daily Willamette River discharges.
Develop stage-discharge relationships for Willamette River water surface elevations
and correlate to flow frequency to predict available head at culvert inlets and tailwater
at Diedrich Slough outlet.
iii. Update IiEC-RAS model to reflect two with-project scenarios:
a. Two 6'x6' box culverts at inlet and l2' span culvert at Goodpasture Island Rd.
b. Three 6'x6' box culverts at inlet and 18' span culvert at Goodpasture Island Rd.
iv. Run looped network hydraulic model to identify discharges (including Willamette
River, inlet culvert, and local Dedrick Sloughlstormwater inflow) corresponding to
390' water surface elevations in Pond D for both with-project scenarios.
v. Determine likely operating scenario to maintain pond elevations at or below 390'
elevation under a variety of conditions (combination Willamette River and stormwater
inflow, 12' vs 18' culvert spans, etc.)
Task 2 -Provide Summary Memo of Results and Recommendations.
Prepare summary memo for submittal to the City of Eugene and Corps and provide information to include
in either Water Rights Permit Application or STEP proposal.
Task 3 -Attend Team Meetings
This task includes attendance at up to three team meetings, 2 at the Corps and one at the City, to be
attended by Krey Price and Merri Martz.
Task 4 -Principal Time /Contract Management
Project management time is allotted to select tasks for scheduling oversight, quality assurance, and
coordination. Principal time is allotted for review and coordination of invoices and review for legal
consistency of contract documents. The principal will ensure that the appropriate company resources are
made available for execution of this contract, and will ensure QA/QC for the overall effort.
The proposed cost is attached in Attachment A. The cost to complete this work is based on negotiated
contract billing rates for labor and materials.

iw~'
