I am an AICP certified planner and a graduate of the <br /> University of Oregon's Community and Regional Planning Master's Program. I have <br /> been employed by Satre Associates since 1997. <br /> Josh Bruce served as lead staff for the Royal-Danebo zone change and is currently <br /> processing two conditional use permits within the city of Eugene. Josh worked for two <br /> years as a planner with the city, bringing enhanced understanding of the application <br /> review process to our Eugene projects. While at the city, Josh received training related to <br /> natural resource management techniques and policy (including stormwater workshops led <br /> by UBC's Patrick Condon) and worked on several projects with natural resource <br /> enhancement/restoration components. Josh is also a graduate of the U of O's Master's <br /> Program in Community and Regional Planning, coming to Satre Associates in 2002. <br /> Colin McArthur served as the technical designer for the Alton Baker Pazk, Autzen <br /> Stadium, Frank Parrish and East Bank Trail geenway applications, and regularly <br /> produces site plans to accompany our planning permit applications. Colin works across <br /> all three firm disciplines of planning, landscape architecture, and environmental services. <br /> He excels at synthesizing complex information into readable site plans, using his <br /> technical drafting skills and eye for design. Colin holds a Bachelor's degree in <br /> Landscape Architecture from the U of O and has been with the firm since 2000. <br /> <br /> ~rr. Proposed Work Program <br /> It is my understanding that you would like assistance in generating, submitting, and <br /> procuring a Greenway permit for all applicable improvements planned under the Delta <br /> Ponds Restoration and Recreation Project. In addition, the zoning of one of the pond <br /> parcels needs to be changed to PL, as directed in the Willakenzie Area Plan. Both the <br /> Greenway permit and the zone change would be subject to public notice and a hearing <br /> before the Eugene Hearings Official, with any appeal being heard by the Eugene Planning <br /> Commission. <br /> Itemized below is an outline of the tasks and services proposed to assist the City of <br /> Eugene in obtaining land use approvals for the project. We will work closely with you to <br /> ensure thorough and timely communication, review of submittal materials as they are <br /> generated, and preparation far the hearing. As reflected in our earlier successful <br /> Greenway permit applications and in other planning projects we have conducted, <br /> thorough research and preparation is the key to success. In this regard, the outline below <br /> itemizes the process we will use to ensure that the best application possible is generated <br /> and submitted. The list of tasks is thorough, but focused, enabling us to provide the <br /> services best suited to your needs.
