At this point additional data <br /> and information maybe needed to demonstrate that the project is in the public interest (Mike <br /> Mattick did not think this would be a problem, since he agrees that it is in the public interest). <br /> In addition, a presentation to the WRD Commission would be required. Following approval <br /> of an exception by the WRD Commission, the permit would be processed. The City will be <br /> required to submit a check for payment with the application. There is the potential that the <br /> WRD would be willing to provide a rebate to the City because the actual cost of processing <br /> the permit will be less than the payment required, but this has not been confirmed. <br /> 2. STEP Certification <br /> In order to acquire STEP certification, meeting with ODFW regional staff at the Springfield <br /> office would be required to solicit their support and partnership. If they agree to support the <br /> project under the STEP program, approval by the STEP Advisory Committee (STAG) may <br /> be required. Multiple coordination meetings could be required with ODFW and STAG <br /> members. <br /> Pursuing both options concurrently is advisable based on the desire to construct as much <br /> of the project as possible in 2005. However, once the Water Rights application proceeds <br /> beyond the initial review, which is completed in three weeks, there is no guarantee that a <br /> refund of the permit fees would be reimbursed, if the project was accepted as a STEP project. <br /> We are trying to confirm with Dwight French what likelihood there is for a return of the <br /> permit application fees (or partial return) if the project does become a STEP project. <br /> <br /> ~r~' We recommend communicating immediately with the ODFW staff for an initial discussion <br /> prior to submitting the water rights application. This will give us an indication of their <br /> support, or otherwise. <br /> The attached scope of work is for coordination for both the Water Rights permit and with ODFW <br /> for the STEP program. It is anticipated that the same amount of coordination will be required <br /> regardless of what final outcome (STEP project or Water Rights Permit) results. <br /> DRAFT SCOPE OF WORK <br /> Task 1 -Compile and Review Existing Information, Prepare Scope for Preparation <br /> of Permit Package (Awarded Previously up to $3000; Task is Complete} <br /> Obtain and review memos and other information from the City on any discussions held, to date, <br /> with the Oregon Department of Water Resources and other agencies relative to a water rights <br /> permit. Review application procedures and make inquiries of DWR staff to determine what data <br /> they will want in the application. This task includes coordination with ODFW and ODEQ staff <br /> and one meeting in Springfield with DWR staff.
