rely upon City staff for support in the preparation of project design and detail graphics. These are <br /> typically plans, sections and details of various aspects of the project. Compensatory Mitigation is ` <br /> typically not required for this type of enhancement activity. <br /> Prior to submittal of the JPA for regulatory processing, I suggest we hold apre-application <br /> meeting with pertinent regulatory and resource agency staff. I would suggest inviting the Corps, <br /> DSL, and ODFW, plus you and other City staff that may be involved. The agenda should <br /> include: presentation of the resource inventory updates, presentation of the project objectives / <br /> plans /details /schedule, and a request for input. The objective for the meeting will be to <br /> anticipate comments during processing. Should significant issues be presented that we have not <br /> yet considered, we may want to accommodate a response prior to submittal. <br /> I will submit the competed JPA to the City Land Planning (for approval of the Planning <br /> Affidavit), and, once the sign-off is obtained, to the Department of State Lands. <br /> 2b. Client and Agency Coordination During Processing <br /> As the permit application is reviewed for completeness and for technical sufficiency, I will be <br /> available to participate in discussions regarding all aspects of the project. I am aware that this can <br /> also be a rather unpredictable variable, and I am committed to providing timely responses to <br /> comments as they may arise. I anticipate, however, little controversy during processing ol'the <br /> permit, given the nature of the site and the character of the project, and given the pre-application <br /> meeting suggested above. <br /> Fees <br /> I propose to complete the services outlined above on an hourly basis, and I anticipate that certain <br /> expenses will be incurred for mileage during site visits, and report production. The following is <br /> my estimate of hours and costs required for the project. <br /> Task 1. Wetland Delineation update $2945 <br /> Existing information review 4 hrs <br /> Field Research 8 hrs <br /> Wetland Report Dev. & Submittal 15 hrs <br /> Coordination During Review 4 hrs <br /> Task 2. Joint Permit Application Preparation $3325 <br /> JPA Form Completion 8c Submittal 25 hrs <br /> Coordination During Processing 10 hrs <br /> Anticipated Expenses (mileage, documentation reproduction) 350 <br /> Total: $6620 <br /> Fees and expenses will be billed monthly on an hourly basis according to the rates and terms <br /> specified in the Professional Services Contract: my billing.rate is $95 / hr; mileage will be billed <br /> at $0.43 /mile; and other expenses will be billed at cost. Only hours actually spent on this project <br /> will be billed, and some savings may be found if actual costs differ from the above estimates as <br /> the project progresses. <br /> Timeline <br /> I am prepared to commence services within 10 days following receipt of the signed proposal. I <br /> am committed to ensuring that the work progresses successfully and at a schedule which meets <br /> <br /> your needs and those of the regulatory agencies. The Wetland Delineation update will be <br /> conducted quickly and documentation will be ready for submittal with the JPA. This will be <br /> finalized and submitted shortly after receiving your comments and approval. The Joint Permit <br /> Application will be developed and ready for your draft review within 4 weeks following approval <br /> of this proposal, providing the design information is ready and available.
