May 2, 2006 COE Contract #2006-00238 <br /> Attachment A <br /> - Scott Milovich <br /> City of Eugene Public Works -Engineering <br /> 858 Pearl Street <br /> ~ Eugene, Or. 97401 <br /> COYOTE CREEK Re: Proposal to Provide Wetland Resource Services <br /> IaNVIRONMENTAL SERVICES Delta Ponds Enhancement Project <br /> 2006 Project <br /> 1Uatural Resource Inventory, <br /> <br /> Assessment, Ecological Design Deaz Scott, <br /> and Permit Facilitation <br /> It is my pleasure to provide you with this proposal to conduct wetland inventory <br /> and permit preparation for the next phase of the Delta Ponds Enhancement <br /> Project. My proposal is based upon our recent conversation related to the scope <br /> of work to be conducted this summer and fall, as well as issues over potential <br /> funding of the projects. <br /> Project Understanding <br /> The City of Eugene is moving forward with plans to enhance wildlife functions <br /> and recreation opportunities at the Delta Ponds site near Valley River area. This <br /> work is in conjunction with efforts by the Corps of Engineers to enhance <br /> hydrologic flow and thereby fisheries habitat at the Ponds. Several phases of this <br /> project have occurred over the last 2 seasons and the results have been <br /> encouraging! <br /> The scope of work for the 2006 construction season includes the installation of <br /> pairs of culverts at 1) the bike path through the ponds west of Goodpasture Island <br /> Road, 2) through the roadbed of Goodpasture Island Road north of the auto <br /> dealerships, and 3) the filling along the pond banks in ponds east and west of <br /> Goodpasttire Island Road. <br /> It is my understanding also that work along Delta Highway is not part of the <br /> current projects or this contract. <br /> Task 1. Wetland Delineation <br /> We already have received approval from the Department of State Lands for the <br /> wetland delineation conducted for previous enhancement phases. It may be <br /> necessary to conduct some inventory and documentation tasks, in order to update <br /> the delineation based upon the results of the previous construction phases. <br /> Task 2. Joint Permit Application Preparation <br /> It will be necessary to prepare and submit a Joint Permit Application to the <br /> Department of State Lands (the US Army Corps of Engineers has already <br /> approved the project per their analysis and design involvement. I anticipate the <br /> project will qualify for a General Authorization for Wetland Enhancement from <br /> 27661 Crow Road the DSL. 'This permit will require coordination with and signature approval by the <br /> Eugene, OR 97402 Oregon Department of Fish and Wildlife, and it sounds as though they are prepazed <br /> Tel.
