I will characterize the plant and wildlife habitat across the project and in the nearby vicinity, in
order to establish the potential for rare species presence. I will map the potential habitat on aerial

' photos and transfer the information to site maps. Should the habitat characterization and ONHP
database search indicate a low probability of rare species being present, I will discontinue the
sequence of raze plant surveys at your direction.
Task 3. Documentation Development
All office and field data will be compiled and presented in the reporting formats required by the
reviewing and regulatory agency staff. The Rare Plant Survey and Habitat Characterization will
be fully documented and presented concisely and clearly in a Report of Findings. Required
graphic information, including Rare Plant Locations Map and ONHP Plant Sightings forms, will
be included in the document where appropriate and in the Appendices. The report will be
provided to you for draft review, input and approval. Following your approval, I will finalize the
document and submit three copies to you for your future use (such as attachments for eventual
Joint Permit Applications for the Channel Enhancement Project).
Please note that rare plant locations should be kept confidential and shared on a need-to
know
basis, for protection of the resource.
Task 4. Client and Agency Coordination During Review
It is atrticipated that some coordination may be required with the US Fish and Wildlife Service, as
well as the Oregon Natural Heritage Program and the Native Plant Society of Oregon. Additional
coordination will be required at the time of wetland fill /removal permit applicatioq and will be
included in firture estimates for that work.
Fees
I propose to complete the services outlined above on an hourly basis, and I anticipate that certain
expenses will be incurred for mileage during site visits, and report production. The following is
my not-to-exceed estimate of hours and costs required for the project.
Task 1. Office Research $ 850
Compilation of Base Information 6 hrs
Coordination with ONHP, USFWS, NPSO 4 hrs
Task 2. Field Research $1955
Habitat Characterization Site Visit 8 hrs
• Sequential Rare Plant Surveys (5 visits x 3 hrs ea.) 15 hrs
Task 3. Documentation Development $2720
Development of Habitat Characterization Report 12 hrs
Rare Plant Survey Report 20 hrs
Task 4. Client and Agency Coordination During Review 10 hrs $ 850
Anticipated Expenses (mileage, documentation reproduction) 250
Total: $6625
Fees and expenses will be billed monthly on an hourly basis according to the rates and terms
specified in the Professional Services Contract: my billing rate is $85 / hr, mileage will be billed
at $0.36 /mile; and other expenses will be billed at cost. Only hours actually spent on this project
will be billed, and some savings may be found if actual costs differ from the above estimates as
the project progresses. I understand that, should the costs exceed the above estimate, it will be
necessary to discuss the over-nms and strategize alternatives.
