The project will be authorized according to /and in <br /> compliance with all teens of Professional Services Contract #2003-00233, Natural <br /> Resource Professional -Pool Contract. The following is my recommendation for <br /> the tasks, and my best estimate of the time and costs, necessary to see the project <br /> successfully through the rare plant inventory, documentation and agency review <br /> process. <br /> Project Understanding <br /> The City of Eugene is exploring plans to develop Candlelight Park into a more <br /> alive recreational site. The Park consist of approximately 12 acres and lies just <br /> north of Royal Avenue in west Eugene. <br /> As you aze aware, the US Fish and Wildlife Service prefers full rare plant surveys <br /> of project sites, in order to fully understand the likely presence or absence of <br /> protected species on a project. These surveys are best conducted throughout the <br /> bloom season (approximately mid-March throughAugust). You have requested <br /> my assistance in conducting an inventory for rare plants at the entire site. <br /> I believe the following tasks will be necessary to achieve your objectives for this <br /> work and it is my pleasure to provide you with this proposal. <br /> Tusk 1. OtI'ice Research <br /> I will compile and analyze the existing information,for the azea, including the site <br /> history, soil survey, air photo libraries (yours should prove particularly valuable), <br /> the previous rare plant investigations in the immediate vicinity. I will contact the <br /> Oregon Natural Heritage Program and request they search their database for <br /> previous sightings of rare plant species in the vicinity of the project. <br /> Task 2. Field Research <br /> I will immediately proceed with site investigations for rare plant species that are <br /> nearing bloom stage at this time. The rare plant surveys (generally conducted <br /> 27661 Crow Road every 3 weeks from late March through August) will follow protocols acceptable <br /> Eugene, OR 97402 ~ the US Fish and Wildlife Service. I will investigate all protected species, and <br /> Tel.
