Stage 3 Roadway Improvements <br /> All Stage 2 roadway improvements must be completed and in full operation prior to <br /> proceeding with Stage 3 improvements. Stage 3 work is defined as additional <br /> improvements that are expected to be needed to address traffic impacts from the total <br /> anticipated development as shown in Table 3 of the Traffic Impact Analysis (included as <br /> Page 5 of this Exhibit A). Reference Drawing 4 for illustration ~of required <br /> .improvements. <br /> • Install a traffic signal at the intersection of Glenwood Boulevazd/Glenwood <br /> DrivelMoon Mountain Drive and the Brackenfern Extension when ODOT traffic <br /> signal warrants aze met as defined in OAR 734 Division 020. The design and <br /> construction specifications will be approved by ODOT. The timing of the traffic <br /> signal installation will be determined by ODOT in consultation with the City of <br /> Eugene, based upon actual conditions and/or evaluation by both agencies of Traffic <br /> Impact Analyses (TIAs) for proposed development in the vicinity. <br /> All anticipated developments (not including Son Blaze phases 1 through 9 which have <br /> been analyzed) within the City of Eugene portion of the study area that will utilize the <br /> new and modified roadways noted above, and/or the Judkins Point Interchange on <br /> Interstate 5 will be required to submit a detailed Traffic Impact Analysis or Traffic <br /> Impact Study. City of Eugene and ODOT staff will jointly develop the scope of such <br /> <br /> ' documents. <br /> EXHIBIT A PAGE 4 <br /> <br />
