lb. Conduct Assessment. The areas of environmental concern seem to include land use I <br /> ~ farmlands, floodplains, T&E species, water quality, wetlands /riparian zones, and perhaps <br /> geomorphology. I will conduct the necessary research and provide technical documents related to <br /> T$tE species, wetlands an+d riparian zones. I will receive work conducted by other persons on the <br /> uncovered resources listed above. Particular items for my products: expansion of the rare plant survey <br /> to include habitat assessment of wildlife; update and coordination for re-issuance of the wetland <br /> delineation at the site; delineation for the Dragonfly Bend Habitat Improvement Project area. <br /> I will obtain from you and your staff detailed information for the proposed action and <br /> alternatives. This project information will be compared against the resource information to understand <br /> the probable impacts from the project. I will consider the direct, indirect and cumulative impacts of <br /> the project. I will work with you and others to develop measures which will mitigate the negative <br /> impacts from the project, although I am not certain at this time what negative impacts might result. <br /> lc. Prepare the EA. All information will be documented and presented in the formats <br /> required by the BLM and as specified in the NEPA guidance. Technical documents will be included as <br /> Appendices. The EA document will be developed on a schedule that allows for approval of the <br /> Findings by mid-December 2003. <br /> ld. Determination of Significance. I understand the EA will be reviewed internally by the <br /> BLM in order to determine significance of impacts. I anticipate that, given the character of the project <br /> and the site, the project impacts will be determined not significant. <br /> le. Public Notification. The determination of need for public review will be made by the <br /> BLM. A 30 day public notice and review period is generally sufficient to allow for comment. I will <br /> assist in development of the Public Notice, with summarizing subsequent comments, and in <br /> development of responses as appropriate. <br /> if Reaching and Recording the Decision. The selected alternative will be identified, the <br /> FONSI will be included in the Record of Decision, and justification for the decision will be presented. <br /> Task 2. Joint Permit Application, Submittal and Coordination <br /> I will work with your staffto complete the JPA form, including the Project Description, a Project <br /> Purpose and Need Statement, Alternatives Analysis, Impact Analysis and Compensatory Mitigation <br /> Plan. The EA document will provide much of the needed information for completion of the JPA. It is <br /> anticipated that the project will not need a Compensatory Mitigation Plan, as one objective of the <br /> project is to develop compensatory credit. <br /> I will compile all of the above information, along with the necessary graphics / mapping that will be <br /> required, and submit that to both the Oregon Division of State Lands and the US Army Corps of <br /> Engineers. I will facilitate an interagency meeting regarding the project and conduct the necessary <br /> coordination to see this project successfully through the permitting process. <br /> It is your desire to receive wetland permits by March 2004. My recommendation is that these should <br /> be submitted in October 2003, allowing sufficient time for completeness review and technical <br /> processing by the Division of State Lands. <br /> Product 3: Participate in Development of Habitat Enhancement Plan and Specifications <br /> I will coordinate with you and your staff to provide input on the Habitat Enhancement plans and specs <br /> as they develop. I will particularly assist with the development of a list of native plants for the project <br /> <br /> ~r contract, will coordinate with local nurseries during the design process, and will be available during <br /> the construction of the project to review plant materials as they amve and are installed (5 site visits <br /> anticipated). All site visits will be documented with Site Reports and photographs. <br /> <br />
