This project is very interesting <br /> and I am excited by the opportunity to participate. <br /> 'Thank you also for your patience regarding the time taken to develop this <br /> proposal. This is a busy time of year for all of us and, coupled with injuries <br /> gained during a vicious (f) softball game, it has taken me much longer than <br /> anticipated to prepare this proposal. <br /> Project Understanding <br /> The City of Eugene is moving forward with plans to restore and enhance the <br /> Dragonfly Bend area. The project includes approximately 70 acres of agricultural <br /> fields, the historic Amazon Channel and associated levees. The project lies <br /> between the east bank of the Amazon Channel, the west bank of the Amazon <br /> Diversion Channel, Royal Avenue and Greenhill Road. <br /> Funding for the above project is coming from two separate sources and, therefore, <br /> time and expenditures will need to be kept separate for the Dragonfly Bend <br /> Habitat Improvement Project (Stream Enhancement Project I Amazon Channel) <br /> and the Mitigation Bank Project (agricultural fields). <br /> Based upon our several conversations and numerous email communications, I <br /> believe this proposal represents the tasks necessary to fulfill your request for <br /> services. <br /> Task 1: Prepare Environmental Assessment for BLM Approval <br /> This task includes preparation sections of the EA; compilation of sections written <br /> by ethers into a document that complies with NEPA guidance for content and <br /> format (the desire is to keep this to 10 - 15 pages). The following task <br /> descriptions are based upon the National Environmental Policy Act Handbook. <br /> 27661 Crow Road la. Scoping and Initial Coordination. I will work with you and your <br /> Eugene, OR 97402 ~ff~ develop the project description, determination of conformance with BLM <br /> Tel. (541) 484-7336 Resource Management Plans, project purpose and need statement, and conduct <br /> Mobile (541) 521-2806 additional research. This subtask will be coordination-intensive, primarily in <br /> Fax. (541) 484-1233 contact with City, BLM and other agency staff.
