Based on our site visit this morning, I have prepared this proposal and <br /> fee estimate to complete the field work and report per Oregon Division of State Lands (DSL) and <br /> US Attny Corps of Engirreet~s (CISACE) procedwres. <br /> 1.0 PROJECT APPROACH <br /> The presence of wetlands will be determined using the three-parameter approach (vegetation, <br /> soils, snd hydrology) to determine jurisdictional, wetlands in accordance with the US Army Corps <br /> of Engineers (Corps) 1987 Wetland Delineation Manual for sites less than 5 acres in size. The <br /> etrtire trail as flagged will be surveyed far the presence of wetlands, using a 10 foot wide corridor <br /> for the surrey etas, If no wetlands are present, they a Wettand Determination report will be <br /> completed. wetlands are present, then a delineation report will be eornpleted which should <br /> satisfy the requirements of both the Oregon Division of State Lands (DSL) and the Carps. All <br /> wetland/upland boundaries will be flagged on the ground. <br /> The cost for completing the work is based on out discussion this morning, where Philip <br /> Richardson, an employee of the City, will assist me with the field work. We decided upon this <br /> avenue because of the considerable time savings that would result, mostly due to his familiarity of <br /> the site. Mapping of sample poiutts sad wetland boundaries will be completed using compass and <br /> measuring tape, and tied irrto the stations that Larry Wilson has flagged in the field and mapped. <br /> Once the determination or delineation report has barn prepared, after your review and with your <br /> <br /> permission, it will be submitted to DSL. The Corps now reviews delineation reports only whet: <br /> they are accompanied with a Joint RemovaVFill Permit Application and Mitigatiot~/Monitoring <br /> Y'lan.
