Additional Work <br /> Contech provided a proposal for bridge painting and sidewalk repairs. Three options for bridge <br /> painting were presented ranging in price from $50,000 -110,000. The proposal for sidewalk <br /> repairs was $78,900. <br /> After reviewing the options with the consulting bridge engineer (OBEC), the City negotiated a <br /> price of $39,356.75 for the bridge painting. This work was reflected in Change Order #1. <br /> The sidewalk repairs were more complex and required additional negotiations. Working closely <br /> with OBEC, sidewalk repairs were further defined in order to further negotiate the cost to repair <br /> the bridge. Contech made additional proposals which were reviewed by OBEC and City staff for <br /> reasonableness. The final negotiated price with Contech for sidewalk repairs was $64,365 and <br /> this cost was reflected in Change Order #2. <br /> OBEC spent approximately 16 hours in reviewing and negotiating the scope and costs for this <br /> additional sidewalk work. City engineering staff spent approximately 15 hours reviewing and <br /> negotiating the scope and costs for the additional sidewalk work. Several hours of this time was <br /> spent working with a local concrete supplier to determine a mix design and to perform a trial set- <br /> up to determine constructability ofthe repair. This process was simplified by Contech's <br /> experience with Ferry Street Bridge and the repair needs of this bridge. Based on experience, the <br /> engineering costs (consultant and City) would have significantly increased by letting this <br /> additional work out to competitive bid. Consultant and staff time, and therefore fees, would be <br /> increased due to additional contracting requirements for the bid of a separate project, including <br /> additional plans, specifications, contract provisions, advertising, and administration. It is <br /> unlikely that the increased cost of the additional bidding process would have been balanced by a <br /> cost savings in the actual repair work. <br /> Conclusion <br /> Based on OBEC and City Engineering review, the negotiated costs on the change orders were <br /> determined reasonable and representative of the actual costs to perform the work. It has been <br /> further determined that the proposed cost, including consultant fees, City engineer/design fees, <br /> and City administration costs, was cost effective and less than the probable cost if the change <br /> order work was completed by competitive bid. <br /> <br /> Further, the change order work involved in this project was a continuation of the repair work <br /> already started by Contech on Ferry Street Bridge. Since the contract and the funding source <br /> <br /> cannot be extended to other structures and the work completed stands on its own, these change <br /> <br /> orders will not result in favoritism in the award of, or diminish competition for, future contracts. <br /> <br />
