Exhibit B <br /> Scope of Services <br /> Bare Root and Plug Grow-out for Wetland and Upland Prairies <br /> RFB 2005-200047 <br /> REQUIREMENTS AND SPECIFICATIONS <br /> The City of Eugene requests bids from qualified. Contractors to provide native Willamette Valley bare <br /> root and seedling plants (plugs) for the Parks and Open Space Division of Public Works. The contract <br /> duration will be for two years, with the option of five (5) additional one-year renewal periods by mutual <br /> agreement of City and Contractor. The plug and bare root unit prices will remain at the quoted bid price <br /> for the life of the contract. For the duration of the contract, there will be a minimum often (10) species <br /> grown and potentially as many as forty (40) species. The total quantity of plugs and bare root material <br /> requested will not be less than 10,000 plants each year. <br /> It is the City's intention to award a contract to the lowest responsive bidder meeting the City's minimum <br /> requirements, including successful reference checks. <br /> The Contract Manager representing the City of Eugene for this project is Jean Jancaitis, Phone: (541) <br /> 682-8474. <br /> 1.0 Grow-out Specifications and Species <br /> 1.1. General <br /> 1.1.1. The grow-out period begins as soon as the selected Contractor is given notice to <br /> proceed. The target delivery date is October 15'" of each year. However, species <br /> known to require two years for the majority of its seed to germinate will be delivered <br /> around October 15"' of the second year after the seed is provided. <br /> 1.1.2. Seed will be provided by the City of Eugene and delivered to the Contractor. Unused <br /> seed shall be returned to the City within two weeks after the beginning of the <br /> germination process. . <br /> 1.1.3. Prior to delivery, the City will test seed for purity and total viability (TZ test) at the <br /> Oregon State University Seed Laboratory, Corvallis, Oregon,~97331-3801, Phone: (541) <br /> 737-4464. . <br /> 1.1.4. Seed from the City will only be passed onto the Contractorrf it is greater than or equal to . <br /> 95% weed free (i.e., greater than or equal to 95% of the seed is the desired species), as <br /> indicated by the purity test. Results from. the total viability tesf can be used by the <br /> contractor to calculate the amount of seed required to grow the specified quantities. <br /> 1.1.5. Upon receipt of seed, it is the responsibility of the Contractor to estimate sufficient seed <br /> quantity to produce the number of plants, per species, requested in this contract, and to <br /> notify City of insufficient quantities. Contractor shall not be held responsible for the <br /> production of the required quantities of plants in the event of insufficient seed quantity <br /> and/or other extenuating circumstances upon mutual written agreement between the <br /> -City and the contractor. <br /> 1.1.6. After seed, is provided to the Contractor, it is the Contractor's responsibility to protect <br /> seed from contamination, molding; excessive heat, excessive cold, fire, or other <br /> conditions that will result in lowered seed viability or seed loss. It shall be -the <br /> Contractor's responsibility to pay for the cost of seed if negligent handling results in <br /> seed spoilage or seed loss. <br /> 1.1.7. Scarification and stratification of seed and/or other special pre-planting treatment(s) <br /> shall be the responsibility of the Contractor. <br /> 1.1.8. Seed shall be planted in sterilized medium and be given proper controlled environmental <br /> conditions to ensure good seed germination and growth, including but not limited to: (A) <br /> protection from contamination, (8) mycorrhizal inoculation, (C) watering, (D) fertilization, <br /> (E) temperature control, and (F) weed management. <br /> 1.1.9. Plant size and health shall be approved by the City Contract Manager or designee. The . <br /> City will do monthly on-site inspections of plants to document progress. The scheduling <br /> of the inspections will be agreed upon at the first pre-wo'rk conference. <br /> 1.1.10.
