Exhibit B
February 24, 2006
Justin Grishkin
City of Eugene Parks and Open Space
1820 Roosevelt Blvd
. Eugene, Or. 97402
COYOTE CREEK
ENVIRONMENTAL SERVICES, INC
Re: Estimate to Provide Wetland Resource Services -revised
Natural Resource Inventory, Delta Ponds Boardwalk Project

Assessment, Ecological Design
and Permit Facilitation
Dear Justin,
Thank you for requesting this proposal to provide wetland services for the above
project. As you know, I am very familiar with the Delta Ponds from many
different perspectives and over a substantial time period, and I look forward to
working with you on this accessibility improvement project at this very interesting
site.
Project Understanding
The City of Eugene is moving forward with plans to develop a boardwalk along
the northern edge of the Delta Ponds, just east of Goodpasture Island Road. The
boardwalk will pass through some areas that potentially meet jurisdictional
wetlands and waters. ,
The issues that you have requested assistance in resolving include identifying
whether and where wetlands are present, and assistance with the preparation and
submittal of the wetland fill /removal permit application. Although a general
delineation of the overall pond complex has been conducted, I believe it will be
necessary to refine this in a delineation at aproject-specific scale.
The following is my recommendation for the tasks, and my best estimate of the
time and costs, necessary to see this delineation and permitting project
successfully through the potential issues.
Task 1. Wetland Delineation
In 2004, I conducted the delineation of the Ponds complex ,relying heavily upon
topographic map /aerial photo analysis, combined with selective field
verification. Further research will be required and conducted.
la. Office Research & Preliminary Analysis
I will compile and analyze the existing information for the area, including the site
history, soil survey, air photo libraries, plus the historic and recent delineations in
the immediate vicinity.
27661 Crow Road lb. Field Research
Eugene, OR 97402 I will conduct the necessary field work to firmly establish the boundaries between
Tel. (541) 484-7336 upland and wetland. I will examine and document observations of hydrology,
Mobile (541) 521-2806 soils characteristics and vegetation communities at each sampling point.
Fax. (541) 484-1233 Identified boundaries will be flagged in the field and mapped as accurately as
CoyoreCreekES@peoplepc:com Possible on the field maps. I will rely upon the City to prepare Field maps
displaying the probable boundaries.
