Exhibit B <br /> lc. Wetland Report Development & Submittal <br /> All office and field data will be compiled and presented in the reporting formats required by the reviewing and <br /> regulatory agency staff. The Wetland Delineation Report of Findings will be fully documented and presented <br /> concisely and clearly. Required graphic information will be included in the document where appropriate and in <br /> the Appendices. The report will be provided to you for draft review. Following your review and input, I will <br /> finalize the document and (if you wish) submit it to the Oregon Department of State Lands for their concurrence <br /> review. As you know, the US Army Corps will await fill /removal permit application before they will review a <br /> delineation. <br /> ld.. Client and Agency Coordination During Review <br /> As the report is reviewed for agency concurrence, I will be available to participate in discussions regarding the <br /> <br /> justifications for the findings. I am aware that this can be a rather unpredictable but necessary variable and I am <br /> committed to shepherding my work through the full regulatory review process until agency concurrence is <br /> obtained. <br /> Task 2. Joint Permit Application Preparation <br /> It will be necessary to prepare and submit a Joint Permit Application to the Department of State Lands and the <br /> US Army Corps of Engineers, although we may only require the new Statewide General Programmatic Permit <br /> from the state; it will depend upon the extent and scope of our impacts. The Corps and the State will make the <br /> determination as to which permit is appropriate. <br /> 2a. JPA Form Completion & Submittal <br /> I will coordinate with you and your staff to obtain the necessary information related to project justification / <br /> project description /project impacts /alternatives considered and adjacent property ownership. I will complete <br /> the JPA form, and rely upon City staff for support in the preparation of project design and detail graphics. <br /> These are typically Site Plans, sections and details of various aspects of the project. <br /> It will probably be necessary to compensate for unavoidable wetland impacts. If the impacts are small, I <br /> suggest using the West Eugene Wetlands Bank, in order to avoid issues around on-site mitigation <br /> developments. <br /> I will submit the competed JPA to the City Land Planning (for approval of the Planning Affidavit), and, once <br /> the sign-off is obtained, to the Department of State Lands and the Corps of Engineers. <br /> 2b. Client and Agency Coordination During Processing <br /> I will be available to participate in discussions regarding all aspects of the project as the permit application is <br /> reviewed for completeness and for technical sufficiency. I am aware that this can also be a rather unpredictable <br /> variable, and I am committed to providing timely responses to comments as they may arise. <br /> Fees <br /> I propose to complete the services outlined above on an hourly basis, and I anticipate that certain expenses will <br /> be incurred for mileage during site visits, and report production. The following is my estimate of hours and <br /> costs required for the project. <br /> Task 1. Wetland Delineation $3800 <br /> Office Research & Prelim. Analysis 4 hrs <br /> Field Research 10 hrs <br /> Wetland Report Dev. & Submittal 20 hrs <br /> Coordination During Review 6 hrs <br /> Task 2.
