SCOPE OF WORK
We propose to complete shallow cores and FWD testing on each street to evaluate the existing
pavement conditions. Our specific scope of services will include the following:
• Complete a distress survey of the existing pavement, including logging the extent of cracking
and rutting.
• Explore subsurface conditions in the proposed sections by completing from two to six cores
per road section (see below for recommended cores for each road) to depths of up to 5 feet
below ground surface.
• Maintain a detailed log of the explorations and obtain samples of the pavement, base, and
subgrade materials encountered.
• Provide traffic control and traffic control plans through our subcontractor. We anticipate that
permitting requirements and fees will be handled by City personnel.
• Estimate the traffic loading by calculating ESAIs based on traffic data provided by the City of
Eugene.
• Conduct FWD testing at 100- to 1 SO-foot intervals in the outside wheel path of the exterior
lanes in both directions to evaluate the structural condition of the existing pavement and
subgrade modulus.
• Analyze the FWD data to back-calculate the in-situ resilient modulus of the subgrade soils
and the effective structural number of the existing pavement structure.
• Evaluate rehabilitation and reconstruction options based on FWD testing, subgrade
conditions, soil borings, and traffic data.
• Provide a report summarizing our recommendations for each road section.
Recommended
Road Section Cores
North Bertelsen from Royal Avenue to Roosevelt Boulevard 4
Seneca Road from West 7th Avenue to West 11th Avenue 3
North Danebo Avenue from Roosevelt Boulevard to West 11th Avenue 4
Oakway Road from Cal Young Road to Coburg Road 6
Chambers Street from Railroad Boulevard to West 7th Avenue 6
East 23rd Avenue from Patterson Street to Hilyard Street 2
North Terry Street from Barger Drive to end of street 4
SCHEDULE AND FEE
We are prepared to complete the field work upon your written authorization to proceed. Our
recommendations will be available two to three weeks following the field work. We will provide a
verbal summary of our findings as the information becomes available.
We propose that our services be provided in accordance with the Schedule of Charges and
General Conditions, which are attached to and part of this proposal. For the scope of services
described, we will complete our work on atime-and-expense basis for anot-to-exceed fee of

~r $39,673. An itemization of our estimated expenditures is included as an attachment. Please
~DESIG N= 2 Eugene-4-01:082404
