Re: Proposal to Provide Wetland Resource Services <br /> 43`d & Donald Storm Water Outfall Project <br /> Natural Resource Inventory, City Project #4264 / CES #05-13 <br /> Assessment, Ecological Design <br /> and Permit Facilitation Dear Matt, <br /> Thank you for your request for this proposal to assist the City with wetland <br /> delineation and permitting services for the 43rd & Donald Storm Water Outfall <br /> project. I have some of this area for rare plants during bloom season 2005 and am <br /> familiar with the landscape. <br /> Project Understanding <br /> T'he City of Eugene intends to develop a new outfall for the storm water system <br /> that serves the area of 43`d & Donald Streets in south Eugene. The existing outfall <br /> ' has been experiencing severe and continuous erosion problems, and a new outfall <br /> will assist in resolving the issues. The City plans to bid the project in February or <br /> March 2006, so timeliness is very important on the project. <br /> You have requested my assistance to conduct wetland delineation and permitting ' <br /> for this project. It is my pleasure to present you with this proposal. <br /> Task Outline <br /> I believe the following tasks will be necessary to develop the Part 3 your project: <br /> Task 1. Office Research <br /> I will review existing documents that cover this area, including the Soil Survey for <br /> Lane County, the National Wetland Inventory and historic aerial photographs. I <br /> will review current permitting changes occurring at the state and federal levels, in <br /> order to be able to direct the permit approach in the most expedient direction. <br /> Task 2. Field Research <br /> I will conduct sampling at the proposed outfall location following standards <br /> established in the 1987 US Army Corps of Engineers Manual for Wetland <br /> Delineation. All sampling points will include observations of hydrology, soils and <br /> vegetation. Sampling point locations will be flagged, numbered and plotted onto <br /> aerial photographs. <br /> Task 3.
