I have also included time to <br /> offer assistance in your preparation of the Joint Removal-Fill Permit application (JPA) as we discussed <br /> last week. <br /> 1.0 PROJECT APPROACH <br /> 1.1 Wetland Delineation Review and Update <br /> The wetland delineation study for the project area will be completed using the three-parameter approach <br /> (vegetation, soils, and hydrology) to determine jurisdictional wetlands in accordance with the US Army <br /> Corps of Engineers (Corps) 1987 Wetland Delineation Manual. A delineation report will be completed <br /> which should satisfy the requirements of both the Oregon Department of State Lands (DSL) and the <br /> Corps. All wetland/upland boundaries and sample plots will be marked in the field; this proposal does <br /> not include the cost for having the plots and boundaries professionally surveyed. This proposal has been <br /> prepared with the understanding that the city of Eugene will arrange for the survey to locate and map the <br /> sample plots and any wetland/upland boundaries. If that is different than what you anticipated, please let <br /> me know and I will contact a surveyor that I use for this type of work. <br /> 1.2 Joint Removal-Fill Permit Application <br /> This proposal has been prepared with the intention of providing assistance in your preparation of the JPA. <br /> This could include preparation of the HGM assessment, rare plant survey, and review of the application if <br /> you would like. <br /> 2.0 SCOPE OF SERVICES <br /> 2.1 Wetland Delineation <br /> Based on our meeting last week, the sormwater ditch study area is approximately 4500 feet long and 100 <br /> feet wide along the centerline of the existing ditch that extends south and north from Royal Avenue, <br /> within the Royal Nodal Development area in west Eugene between Terry Street and Greenhill Road. Far <br /> the Wetland Delineation study, determination of the existence of wetlands will be based upon the <br /> guidelines in the 1987 US Army Corps Wetland Delineation Manual for sites greater than f ve acres in <br /> size. This procedure requires that a minimum of 3 transects be established across the property and sample <br /> plots be established along the transects and off as needed, to document changes in elevation, soil, and <br /> plant communities. Paired plots will be used to document wetland/upland boundaries, and information <br /> from the survey plots will be used to determine the location of all wetland/upland boundaries. <br /> Vegetation, soils, and hydrology will be characterized for each plot: the vegetation will be identified and <br /> the coverage calculated by species, a soil profile will be described, and the hydrology characteristics will <br /> <br /> Environmental Solutions LLC.• Proposal for the City of Eugene <br /> Wetland Consulting Services: Royal Noda!
