CONTRACT DOCUMENTS/INTERPRETATION. NO THIRD-PARTY BENEFICIARIES. The parties to the Contract do not <br /> <br /> ~ intend to confer on any third party any rights under the Contract. <br /> SECTION 25. EFFECTIVE DATE.
