Mr. Steve Gallup
February 1, 2006 _
Page 3
Preliminary Bridge Design: This task includes preliminary sizing of structural members and
related details of foundation, superstructure, railing, abutments, gravel connecting road, and
gate. OBEC will be sizing the bridge foundation piling based on an assumption of similar
subsurface conditions to other bridges in the area that we have experience with and their actual
as-built information. We do not anticipate needing a geotechnical consultant for this project.
Preliminary Design Memorandum: This task includes preparation of a preliminary design memo
report including preliminary drawings for Golden Gardens Bridge, construction and
constructability issues and review, and a preliminary construction cost estimate. The
information and design drawings contained in this memo can be used to facilitate any
environmental, floodplain, and stormwater permits.
TASK 4 -FINAL DESIGN, PLANS & SPECIFICATIONS
This task includes final bridge design and the preparation of detailed plans and specifications for
City bidding. All bridge design will conform to the Oregon Department of Transportation
(ODOT) and American Public Works Association (APWA) Oregon Standard Speclflcadons for
Consirucdon, ODOTs Bridge Design and OraRing Manual, AASHTO LRFD Bridge Design
Specification, and. City of Eugene Public Works Standards as applicable.
This phase includes the following engineering services:
¦ Provide Advance (95 percent) plan drawings including bridge plans and required details,
standard drawings, and other related drawings for submittal to City for review as applicable.
This will include a cover sheet, erosion control sheet and traffic control sheets as applicable. v,i~fr
¦ Advance Plan corrections as required. All plans will be drafted in English units in AutoCAD
2002 format. It is our understanding that the plans do not have to meet.City of Eugene
standard practices for fonts, layers, etc.
¦ Prepare draft and final technical specifications and special provisions.
¦ Perform independent design check and QA/QC plan review of all drawings and related
quantities.
¦ Calculate final structure quantities and prepare final estimate of construction costs.
¦ Furnish final half-size plans, specifications, and estimate (PS&E) for City bidding of project.
¦ Assist the City in the bidding by answering questions, addendum preparation, etc.
¦ Provide Plans and Calculations stamped by a Professional Engineer to the City for obtaining
a Building Permit
At this time it is assumed that the City will prepare and collate contract documents including
OBEC-prepared work. It is assumed that the City will print, advertise, and bid the project.
ESTIMATED FEE

The attached spreadsheet indicates the anticipated hours and associated fee required to complete

the tasks as outlined above. At this time OBEC proposes to perform the work on atime-and-
material-basis not-to-exceed $31,000 as shown on the fee spreadsheet. Rates are based on

OBEC's current Cty of Eugene Personal Services Contract for Architecture and Engineering.
ESTIMATED CONSTRUCTION COST
