Mr. Steve Gallup
"February 1, 2006
Page 2
SCOPE OF WORK
At this time we have identified the following tasks as the scope of work for this project:
TASK 1-CONTRACT MANAGEMENT AND COORDINATION
The goal of this task is to establish the lines of communication and to set forth the priorities
between City and OBEC. As the work progresses, the objectives will include keeping the Oty
informed of the work progress and aware of changes affecting the scope of work and related
costs.
TASK 2 -SURVEYING
This task includes all surveying required to prepare mapping, design all elements of the project,
and prepare right-of-way descriptions. Contractor shall include the following in performing this
task:
• Research and compile available survey data
• Establish horizontal and vertical control points
• Perform topographic surveying and mapping
• Locate existing natural and man-made features
• Tie horizontal locations of all utilities; in instances where there may be a major conflict with

'rlrr° utilities, tie the vertical location as well.
• Prepare digital terrain model
• Survey stream cross sections required for hydraulic~analysis
• Tie wetland delineation and incorporate into the base map
• Provide Base Map to tray tied to City benchmarks. This Base Map does not need to meet
standard Gty format. OBEC standards are acceptable.
TASK 3 ~ PRELIMINARY DESIGN OF BRIDGE AND HYDRAULIC ANALYSIS
Hydraulic & Stormwater Design: This task includes analyzing the hydraulic conditions of the A-2
Channel at this location using the 100-year future flow predicted by the 1990 OTAK study. We
anticlpate confirming that the 100-year water surface stays within the banks of the channel
through the site. The bridge soffit will be placed at the highest elevation of the following:
• One (1) foot above the 100 year elevation
• Top of the benched banks
. Sufficient height above the bottom of the channel as required by the Junction City Water
Control District. Initial contact with the District (Larry Mikkeisen) indicates that they do not
have any additional requirements for our bridge location.
OBEC will prepare a "No Rise" Certificate as appropriate and determine scour requirements.
OBEC understands that the City will provide OBEC with necessary stormwater requirements and
that some measures and details may be required to be included in the project plans due to the
additional impervious area of the bridge.
