BACKGROUND AND APPROACH
Based on information provided by Mr. Matt Rodrigues, we understand that the Ciry is considering
rehabifitation of the above-listed road sections. We have completed a preliminary evaluation of
the existing pavements at the site. Based on our evaluation, we propose to complete shallow
cores and FWD testing on each road to evaluate the existing pavement conditions. Our specific
scope of services wiH incfude the following: .
. Complete a dist~ess survey of the existing pavement, including observing the extent of
fatigue and surface distress in areas that may require patching repair.
• Explore subsurface conditions in the proposed sectians by completing two to seven cores per
road section (recommended cores for each road is listed on the attached itemized sheet) to
depths of up to S feet below ground surface.
• Maintaln a detailed log of the explorations and obtain samples of the pavement, base, and
subgrade materials encountered.
• Provide traffic control and traffic control plans through our subcontractor. We anticipate that
pe~mitting requirements and fees will be handled by City personnel.
• Estimate the traffic loading by calculating ESAIs based on traffic data provided by the City.
• Conduct FWQ testing at 100- to 150-foot intervals in the outside wheel path of the exterior
lanes in both directions to evaluate the structural condition of the existing pavement and
subgrade modulus.
• Analyze the FWD data to back calculate the in-situ resilient modulus of the subgrade soils
and the effective structural number of the existing pavement structure.
• Evaluate rehabilitation and reconstruction options based on FWD testing, subgrade
conditions, soil borings, and traffic data.
• Provide consulting engineering services for design and review of potential cold in-place
recycling on Roosevelt Boulevard.
• Provide pavement field monitoring servites during construction of cold in-place recycling
operations.
• Provide a report summarizing our recommendations for each road section.
SCHEDULE AND FEE
We are prepared to begin the preparations for field work upon your written authorization to
proceed. Our recornmendations will be available 1 to 2 months following the field work. We will
provide a verbal surrimary of our findings as the information becomes available.
For the scope of services described, we will complete our work on a time-and-expense basis for a
not-to-exceed fee of 558,043.50. An itemization of our estimated expenditures is included as an
attachment. Pfease note that the above fee is based on performing testing while minimizing
travel between Eugene and Portland, with Geopesign personnel staying in the Eugene area when
possible. Our budget includes a total of one mobilization for FWD testing, one mobilization for
distress survey, one mobilization for borings, and two site visits for observing the cold in-place
recycling.
•••
~
~~E51 G N~ Z Eugene-8-O l:062207
