Fast Braadway <br />Eugene, OR 97401 <br />PROPUSAL FOR PROVIDING WETLA.ND DELINEATION SERVICES <br />For the Galden Gardens Park Site, Eagene, Oregon ~ 5~~7~ <br />Dear Terry: <br />This propasal is for completing a wetland delineation field study and report on the approximat~ely 40-acre <br />Golden Garden park area located in north Eugene. <br />1.0 P1iOJECT APPROACH <br />The wetland delineation study for the project area will be eompieted using the three-paxameter approach <br />(vegetation, soils, and hydrolog,y) to determine jurisdictionai wetlands in accordance with the US Army <br />Corps of Engineers (Corps) 1987 Wetland Delineatio~ Manual. A delineatian report will be completed <br />which should satisfy the requirements of both tlie Oregon Department of State Lands (DSL) and the <br />Corps. All wetland/upland boundaries and sample plots will be marked in the fietd; this proposal does <br />not include the cost for having the plots and boundaries professionally surveyed. This proposal has been <br />prepared with the understa~ding that the city of Eugene will survey and map the sample plots and any <br />wetland/upland boi,uidaries. I have also included the cost of completing a wetland function assessment for <br />the ponds as a single unit, using the Hydrogeomorphic (HGNI) Assessment method; that portion of the <br />work can be deleted if you do not want it done, however it would provide both you and the regulatory <br />agencies with a baseline in terms of wettand function that would heip in eyaluating the effectiveness af <br />the restoration projects. <br />~.0 SCOPE QF SERV~CES <br />Based on our meeting yesterday, the sits is approximate~y 40 acres in size. The study area will extend #o <br />the north and east of the ponds by approximatety 100 feet, and to the west by approximately 150 feet. <br />The southern boundary of the study area will be the storr~water ditch that runs parallel to Jessen Streat. <br />For the Wetland Delineatiou study, determination of the existence of wetlands will be based upon the <br />guideiines in the 1987 US Army Corps Wetlaud Delinearion Manual. Sample plots will be located as <br />needed to delineate the wetland-upland boundary, and marked in the field with wire pin flagging. The <br />wetland-upland boundaries around the ponds will be marked such that the surveyor can record the <br />boundary flag locatian and elevation; and then the surveyor will complete the wetland boundary line by <br />conrinuing on the contours around the ponds, as marked in the feltl, in order to minimize the number of <br />flags around the rather convolutec~ ponds. All other wetland areas (ditches, channels, and depressional <br />areas in the ag field and other areas outside the ponds) wi11 have the wetland boundary perimeter marked <br />such that the flags will be sufficient to draw the wetland areas.
