While reading it my thought was that we need <br /> to be careful talking about "proposed" cuts as if they have already taken place. In the article it says we have <br /> already had the program cuts take place (and unless I'm not understanding the situation here) I don't think that is <br /> formally true. <br /> There are a bunch of program cuts we are talking about in funds 131, 535, and now 011. Please remember that <br /> these cuts are only PROPOSED until the council adopts the FY-05 budget in June. <br /> We have a number of programs on administrative hold (primarily in the stormwater fund) that we anticipate being <br /> cut but these also are in reality still on the books and we can't say for sure they have been or will be cut until the <br /> council acts in June. Similarly, we have also had a number of"tree maintenance" positions on administrative hold <br /> for several years. <br /> So specifically in regards to the Bob Welsh article, I think it would have been appropriate to say the funding for <br /> tree replacement is being proposed for elimination in FY-05 due to shortfalls in the Road Fund, but we still are <br /> doing both NeighborWoods and contract replacement to the extend of our previously approved funding (FY-04 <br /> and carry-over from earlier years).
