slow down and respect the neighborhood. Three different versions of the letter are used to address different situations.
The first notice is a friendly reminder, the second recorded occurrence results in more strongly worded reminder and a
third-time violator will receive a letter from the Chief of Police. Of the 1011 letters, 40 have been"it happened again"
( letters and three letters have come from the Police Chief. Neighborhood Services staff is responsible for recruiting radar
volunteers, arranging for training from Police, and scheduling the equipment. Police volunteers look up the recorded
license information, enter information on the database, and produce the letters.
Less than one percent of those receiving a letter have chosen to contact the City. Of those, approximately one third called
because they felt they received the letter in error. Another third of this percentage had issues with the overall approach
and the final third called to express their remorse about speeding. Speeding traffic continues to be a top neighborhood
livability issue. The Volunteer Radar Program is a way for concerned citizens to participate in improving the situation. We
can all help by remembering that the speed on most neighborhood streets is 25 mph. To get involved in the Volunteer
Radar Program, contact Brenda Schmidt in Planning and Development, 682-5444.
Work UnderWay to Stabilize Banks of Amazon Creek in West Eugene
Work is underway to stabilize the banks of Amazon
Creek at two locations: west of Bailey Hill Road and on
the north side of West 11th Avenue. The banks of r'
the creek at these locations are slowly sloughing into r - -
the water, and the integrity of the adjacent bike path is in
jeopardy. The cause of the bank movement is due to
the natural down-cutting of the channel floor, which
results in loss of support at the bottom of the bank.
The City has hired Gary Burnett Earthmoving Inc., a ' .,-
local contractor, to complete the first phase of the
project which involves placing rock in the channel to ,f
restore the channel floor to its original elevation and f •z .
providing support for the bank to prevent further ' ,
movement. A crane with a clamshell bucket is being
•
used to carry and place rocks in engineered + ' \:`` R
•• ,i r
,. locations. The next phase of the project will be s . ,,
completed next summer when the sloughing bank areas j,,"
will be repaired. The bank repair will consist of
overlaying the native soil with a geotextile fabric and planting the slope with native vegetation. This project is being
implemented by stormwater capital funds and is a requirement of the City's agreement with the U.S. Army Corps of
Engineers for operation of Amazon Creek. For more information about the project, contact Project Manager Mike Shields
at 682-5300.
UO Fraternity Members Clean Up Millrace with Eugene Stream Team
With support from Eugene Stream Team,
approximately 250 members of Greek Life at the
University of Oregon (UO) last Saturday helped clean
up the millrace that runs by several fraternites and c ,
sororities. In less than three hours, volunteers, armed if -
with rakes, grabbers and wheelbarrows,waded
through the man-made waterway from Franklin ,do
Boulevard to Patterson Street, picking up trash and - l
filling a large dumpster, donated by Sanipac, with all _
kinds of debris, including televisions, barbeques,
several chairs, and a couch.
A cooperative venture between Stream Team and the
UO fraternities, the effort involved an educational
tit
presentation about stormwater/watershed issues and
the history of the canal, as well as hands-on manual :
labor. Stream Team facilitated the educational
L session, and the office of UO Greek Life provided
snacks for the volunteers.
EUGENE CITY COUNCIL NEWSLETTER PAGE 2
October 16,2003
