Dr. Ori <br /> has been hired by the municipality of Tokyo as a consultant to help the city implement Japan's new(1999) public <br /> disclosure laws concerning the use of hazardous substances in manufacturing. Dr. Ori reported that she learned of <br /> Eugene's Toxics Right-to-Know Program via the US Environmental Protection Agency Internet site and decided to include <br /> Eugene in her 10-day factfinding mission. At the Fire & EMS Department, she engaged in in-depth discussions with <br /> Toxics Program staff and with Toxics Board member David Monk (who is also Executive Director of the Oregon Toxics <br /> Alliance). Dr. Ori indicated that some of the principles of Eugene's program (e.g., electronic reporting and materials <br /> balance accounting) may ultimately be incorporated into similar programs throughout Japan. Fore more information, <br /> please contact Glen Potter, Fire & EMS Department, at 682-7118. <br /> Controlled Burn Used to Restore Native Prairie in Whilamut Natural Area <br /> Blackberries and other non-native vegetation in an eight-acre portion 4r <br /> of Alton Baker Park were removed through a controlled burn on <br /> Monday, September 22. The burn took place in the Whilamut <br /> Natural Area, located west of 1-5 on the north bank of the Willamette 010.0.0141 <br /> River. For public safety reasons, access to the burn area was50111101 . • <br /> ': >' <br /> restricted; however, a prescribed fire, unlike a wildfire, is quite safe <br /> and was completely controlled and contained by the Eugene Fire ; + 1:r <br /> Department. "i""� i <br /> The Fire Department partnered with the Parks and Open Space <br /> Division of Public Works to perform the controlled burn, which <br /> served two purposes. The Fire Department used it as a training <br /> • <br /> opportunity to practice wildland firefighting methods. The Public • <br /> Works Department used the fire as a restoration tool. Historically, <br /> prairies in the Willamette Valley were burned frequently by Native Tlp <br /> Americans. By reintroducing this ecological process, Park and Open <br /> Space staff hope to reduce weedy exotic species, remove built-up thatch, and provide an opportunity to reseed the area <br /> with native prairie species.
