ANNUAL INSPECTION
AMAZON CREEK CHANNEL IMPROVEMENT
PROJECT NO. 15-01
2 OCTOBER 2003
1 . DATE OF INSPECTION: 10 September 2003
2 . REFERENCE : LEVEE ENCROACHMENT STANDARDS AND PROCEDURES,
PDR 1130-2-5, 17 March 1980
3 . SPONSOR: City of Eugene
4 . INSPECTION PARTICIPANTS :
John Clark, Natural Resource Maintenance Supervisor,
(541) 682-4833
Richard Zucker, Maintenance Crew Supervisor, (541) 682-4833
Trevor Taylor, Natural Resources, Operations Coordinator
Brian Elliott, Environmental Project Coordinator
John Todd, Inspector, CENWP-EC-DC, (503) 808-4915
5 . FINDINGS : The following inspection findings were noted:
a. The City is continuing to work with environmental
advocates to limit vegetation removal to only that which is
necessary to ensure the channel capacity is not limited and
unwanted vegetation will not result in backwater. Selective
brush and tree removal is recommended in the channel upstream of
29th Avenue to ensure adequate velocities during times of high
flow.
b. Sloughing along the channel side slope was noted on the
left bank immediately downstream of Garfield Street (5 areas,
each approximately 40 lineal feet) and the right bank immediately
downstream of Bailey Hill Road. Repair of these areas are
scheduled for later this year or next year.
c . Encroachments on the right-of-way were noted at the
following locations : scrap steel is stored along sections of the
shoulder (right bank) upstream of Oak Patch Road; and a fence is
located along the shoulder (right bank) at the county
fairgrounds . These encroachments do not impact the integrity of
the project and they will not limit access for construction
equipment in these areas during maintenance operations and during
times of flooding. Repairs and flood fight operations would be
conducted from the opposite bank.
6 . RESOLUTION OF PERMITS : None .
