The Neighborhood Traffic program is one approach to <br /> address more comprehensively the type of traffic calming <br /> requests we get routinely and that is budgeted (at $40k) in <br /> the capital budget out of Road Funds. We get ongoing requests <br /> for partnership and volunteer projects in parks that we <br /> attempt to work with as long as they do not create a <br /> significant impact to our operations and maintenance costs. <br /> In the description of the project with Nancy that is why we <br /> are pointing to concrete tables and low-maintenance vegetation <br /> as criteria. Wlhile these projects are not maintenance free, <br /> I would feel very uncomfortable in rejecting them. These are <br /> projects generated by the public and brought to us, not ones <br /> we stimulate. As you know, every time we purchase a parcel <br /> with SDC's or make improvements with SDC's that poses an <br /> impact to the operating budget--however I do not see <br /> curtailing these activities to be a viable option. By their <br /> nature, some of these requests may appear piecemeal, however <br /> they should be consistant with existing policy documents. We <br /> also have an impact created by our dedicated funding streams, <br /> which is why park projects and traffic calming projects do not <br /> necessarily compete with each other for funds. If we had <br /> $250k committed to neighborhood needs that would constitute a <br /> program. What we have instead is an attempt to be as <br /> responsive as we can, within our funding limitations, to <br /> private sector proposals for partnerships. If we had the same <br /> level of resource to coordinate volunteers in the parks <br /> program as we have for the stormwater program there would be <br /> far more of these "opportunities" I am sure. However, we do <br /> not have the ability to handle the O&M impacts of the <br /> resultant projects. Let's discuss!
