Date: 09/10/92
From: Les Lyle CEWELAL - RIS1
To: Bob Hammitt CEWMJRH - RIS1
Gene Shutt CEWMEGS - RIS1
Sandra Gleason CEWASLG - RIS1
Subject: Amazon Channel
Reference: Note from Linda Norris (CEPNLHN - RIS1) attached below
Here is some information you may be interested in from Randy's perspective.
I don't agree with some of the misconceptions he has about maintenance or the
department. I was approached by Randy after the council meeting yesterday and
he was apolegetic and wants to retain a good working relationship with us. We
set up a meeting time with him for Monday at 4:30 prior to the Council meeting.
Chris has been briefed and will attend. Sandra will be sending a note to Gene
requesting some of the information that Randy is interested in like timeing and
some of the options we discussed in the field. Chris and I both are very con-
cerned with the liability if we leave to much in the 24th Ave. location given
the constriction of the box culvert and the added effect of the vegetation.
Hope this information is helpfull . Thanks Les L
ATTACHED NOTE
•
Date: 09/09/92
From: Linda Norris CEPNLHN - RIS1
To: Chris Andersen CEWACFA - RIS1
Les Lyle CEWELAL - RIS1
Subject: Amazon Channel
Les, I talked to Randy McDonald after our conversation during the Council
meeting. I told Randy that you and Chris have discussed options for
cleaning the channel and that Chris is going to try to reach him by phone.
As I mentioned to you, he asked yesterday to have a meeting with you and
Chris this week so he could talk about options before having a meeting next
week with Keller and other concerned residents. After the Council meeting
today, Randy said having a meeting this week would be difficult. What he
would prefer is to get an OA message from you listing the options, then he
will call you or Chris. He would like someone from Public Works to contact
him about a meeting date for the larger group next week. I would be happy
to sit in on that meeting, if you think it would help.
Chris, I talked to Les about Randy's concerns, and will also pass them on
to you. Randy said he had been told for some time that the channel was not
going to be cleaned this year, and he had passed that information on to
residents. When he found out it was going to be cleaned, he felt staff had
put him in a difficult political position. He also felt that Maintenance was
not communicating with Engineering. He feels Engineering understands the
larger issue, but that Maintenance seemed to be dealing with the channel more
in terms of a routine workprogram item. He did acknowledge that Gene had talked
to him about changing their approach on the channel , however.
Mike and I-talked to Randy about the difficult position staff is placed in on
issues lit9 this. It's not clear that there is general Council support for the
project, -a-rid it is not clear when the "project" officially begins. I told him
that from my conversation with Les last week, there also appeared to be some
misunderstanding about which section of the channel Randy was interested in.
Randy acknowledged the difficulties and I think he now understands why this
happened. His hope is that we can find a way to minimize the cleaning, if it
