Option 5: An option to delay would create serious concern due to flooding <br /> possibility. A primary purpose of the channel is flood control . Certain <br /> aspects of maintenance are necessary to conform to U.S. Army Corpos of Engi - <br /> neers (Corps) and FEMA specifications. Choosing not to do sediment removal <br /> means an increased liability exposure from flooding. If the rainy season <br /> begins we may be forced to use this option unless volunteers are utilized. <br /> If we use this option, we should plan to begin a maintenance project early <br /> next summer before the Corps inspections of the channel next summer. <br /> Option 6: Continue with our original plan, which would include varying de- <br /> grees of maintenance for most of the section of channel between 24th and <br /> 33rd. This would require the most extensive work of all the proposed op- <br /> tions. We would use our Gradall to do some bank work on the east side of the <br /> channel at 24th. The bank work would be needed to get our equipment close to <br /> the channel so we could remove all sediment from the channel bottom from the <br /> box culvert to approximately 300 feet south of 24th. Additionally, we would <br /> clean a small ditch that enters the channel about 500 feet south of 24th. We <br /> would restore the channel bank and seed the slopes with a grass mixture. We <br /> would then remove the bucket from the Gradall and attach a mower head to mow <br /> the willow growth and heavy vegetated areas. The vegetation removal would <br /> occur primarily between about the 2800 block south to 33rd. We wouldn't mow <br /> cattails or grasses. We estimate this project would take about two weeks. <br /> This is the project that was explained to the Corps inspector during his <br /> inspection of the channel . He concurred this work was necessary and should <br /> be done. <br /> We also talked about driving a machine in the channel and pushing sedimenta- <br /> tion to pick-up points. Given our equipment, I'm not sure this is a realis- <br /> tic option to pursue. However, we can discuss this in more detail on Septem- <br /> ber 14th if you still feel this is a worthy option. <br /> We could select any combination of these options that provide for maintaining <br /> the integrity of the channel . For the safety of Eugene's citizens during <br /> periods of heavy rainfall the channel should be maintained at its designed <br /> carrying capacity. The woody vegetation and sediment build up in this sec- <br /> tion of channel have reduced the carrying capacity to a degree that it would <br /> be undesirable not to remove them prior to this winter season.
